Invitation to Legal Advisor Consultancy Service

The International Institute for Primary Health Care – Ethiopia (IPHC-E) is an organization affiliated with the Ministry of Health, provides technical support to countries building strong Primary Health Care systems through capacity building training, program design, and implementation. IPHC-E provides support to the Ministry of Health through evidence-based policy recommendations, training of primary health care leaders, implementation of innovation labs, and engagement on PHC strategy designs. The institute engages in global advocacy to bring PHC as a primary driver to achieving Universal Health coverage.

The American International Health Alliance (AIHA) is an international non-profit organization working to advance global health through locally driven, locally owned, and locally sustainable health systems strengthening (HSS) and human resources for health (HRH) interventions. AIHA, with funding from the Bill and Melinda Gates Foundation (BMGF), will leverage its experience in establishing twinning partnerships to strengthen IPHC-E's capacity.

IPHC-E and AIHA agreed to hire a consultant to advise several alternatives for the institute to become a legally registered entity.

Scope of work:

The Legal Advisor will be responsible for reviewing and consulting on various legal registration possibilities for the International Institute of Primary Health Care. This will be done in consultation with several parties, including the Ethiopian Ministry of Health. He/she will collaborate closely with the institute's leadership to create a scenario paper outlining the many other options and their pros and cons. 

Key responsibilities include; but are not limited to:

• Understand the nature of the institute, aspiration, and its areas of engagement
• Review relevant articles, proclamations, and regulations with registering organizations
• Consult MOH legal department, charities and societies agency, and other relevant organizations/institutions to cast the net wide in identifying all the possible options
• Identify the different options for the institute to become a legal entity
• Substantiate the reason for suggesting one option over another
• Present the suggested option for registration with a clear explanation of their comparative advantages
• Develop a scenario document for the institute
• Explore and outline the pros and cons of each alternate
• Present the draft to the relevant stakeholders
• Submit the final version

Required number: 1 (one)

Terms of employment: three months contract 

Job Requirements

Qualifications, experience, and skills

• Bachelor's or Master's degree in Law & related fields
• Minimum of 10 years of experience in providing legal advice
• Knowledge of other legal matters in the country and continent is a plus
• Excellent communication skills
• Willing to operate in a dynamic and stressful environment
• Attention to detail
• Have detailed know-how of Ethiopia’s' legal framework for establishing and registering both governmental, parastatal, and Non-governmental organizations
