Job Description

JOB SUMMARY

The purpose of the Project officer position is to effectively implement the assigned project component activities. He/she oversees the proper implementation of the assigned component of the program, in collaboration with other team members of the project. He/she is also responsible for assisting the project manager in project designing, planning, budget preparation, reporting and so on.

II. RESPONSIBILITIES AND TASKS

 Job Responsibility #1: Implementation, Monitoring, Evaluation and Technical Support:

  • Engages in implementing the project activities in accordance with project design, annual implementation plan and other interim plans.
  • Participates in the development of a detailed implementation plan with staff and partners/stakeholders.
  • Ensures that each program component of the project is interlinked and comprehensive.
  • Provides technical assistance and support to other team members of the project.
  • Facilitate and coordinate project activities at woreda and Kebele level
  •  
  • % of Time: 30%

Job Responsibility #2 Project Design, Plan and Budget Preparation:

  • Makes sure that project activities are performed in line with the work plan.
  • Participates in the formulation of an annual plan and budget for the project.
  • Participates in project development, implementation, monitoring and evaluation.
  •  % of Time: 20%        

Job Responsibility #3: Reporting, Documentation, and other activities:

  • Ensures that summary of meetings, seminars or workshops attended by project staff is written, well documented and shared with others.
  • Ensure proper documentation of all project activities at woreda level
  • Together with the Project Manager, compiles monthly, quarterly, and annual reports for government and other partners.
  • Together with the Project Manager, properly documents the achievements and lessons of the project activities and disseminate to partners.
  •  % of Time: 15%        

Job Responsibility #4: Networking and Capacity Building:

  • In close consultation with the Project Manager, liases with relevant government institutions, counterparts, NGO and CBO partners with the objective of effective implementation of the project activities;
  • Facilitate woreda and Kebele level steering committee field monitoring and review meetings
  • Facilitate learnings and learning events at woreda and Kebele level
  • Ensures an effective on-going support to local partner NGOs and CBOs;
  • Establishes an effective working relationship with government, non-governmental and community based organizations;   
  • Keeps herself/himself updated about recent developments in assigned technical area and related issues;
  • Identifies training and other institutional development needs of partner organizations in order to implement effective development programs;
  • Arranges training, workshops, seminars, study tours and experience sharing visits that are related to the needs of partner organizations.

Job Responsibility #6: Perform other duties as assigned.

III.  PROBLEM SOLVING (Thinking Environment)

  • Levels one and two of problem solving apply to the incumbent. What and how to do will be defined by the Project Manager.

Job Requirements

A) EDUCATION/TRAINING

Required:

  • BA/BSc Degree in Agriculture, Engineering, Sociology, Psychology, Public Health or equivalent combination of education and work experience.

B) EXPERIENCE

Required:

  • 5 years of work experience in project development and coordination and also project monitoring and evaluation.

Desired:

  •  Actual grassroots experience, working with communities and CSOs.

 C) TECHNICAL SKILLS

Required:

  • Computer skills;
  • Technical knowledge in area of expertise;
  • Excellent verbal and written communication skills;
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS and participatory approach and sustainable development.

 Desired:

  • Training and facilitation skill.

D) COMPETENCIES

  • Respect, accountability, courage, excellence, building partnership, stress tolerance, problem solving, managing performance for success, communicating with impact, innovation, planning and monitoring.

The Project officer will have working relation with the Project Manager, partner and all CARE staff.
