Purpose of the position:

The WASH Design Specialist will be responsible for achieving expected quality for water supply, Sanitation system & technologies and other Civil Works project design, review, implementation and supervision works. S/he will work with WVE WASH team and government sector offices to meet most economical and efficient design and implementation of WASH & other related civil works. The position holder will handle the overall WASH projects design or design review, procurement, managing own-force construction, construction supervision and contract administration, in all aspects of WASH projects for the successful, efficient, economical and quality implementation.

Major Responsibilities:

• Undertake study & design work of the all types of WASH and Civil works within the designated WVE geographic area of operation; Engage in major surface water resource development, Sanitation facility and other civil works studies with regional and zonal experts and conduct design review as required; Review and conduct detail investigation on water resource development, Sanitation systems & technologies facility and other civil works projects sites  commencement of the construction; 
• Design using AUTOCAD, WATER CAD, Water GEMS and Other Engineering Software, and/ or Approve all designs to be efficient ,cost effective, inclusive, innovative and appropriate to the local conditions;
• Collect drawings/designs, specifications, bill of quantities from concerned government offices and review/verify technical compliance; Engage in the design review of documents produced by government bodies in consultation with relevant partners; Carry out proper WASH technical design modifications whenever necessary.
• Prepare bill of quantities, specification and cost estimate for water resource development, Sanitation facility and other civil work projects; 
• Ensure the design documents of major water supply, Sanitation system & technologies and other civil works projects are reviewed thoroughly with proper site inspection and ready for implementation; Ensure the study and design of WASH projects are in compliance with community needs, donor's requirements, WV and government policies and national standards;
• Supervise periodically and ensure the standard and quality of WASH construction projects under implementation and their compliance with the stipulated specification, government policies and WVE mission, core values and policies; Conduct field monitoring and provide onsite technical assistance to project based engineers. Ensure proper study/design documentation & reporting are in place to be shared for concerned ones;
• Take part in planning, facilitating and conducting trainings on WASH related programs to NO and field Offices staffs and other stakeholders;
• Engage in reviewing activity vs. budget plan to monitor the activity progress and budget utilization.; Guide and ensure the preparation of high quality programmatic and financial reports, for donors and support offices.
• Engage in the assessments & development of concept notes and proposals; participate in WASH baseline survey and Evaluation works with staffs as required; Prepare technical manuals and engage in action researches.

Job Requirements

• Experience on WASH Program Management, designing of big water supply & Sanitation systems and technologies, contract administration and construction supervision. Have experience on planning & design of sanitation systems and technologies

Qualification required: MSc or BSc Degree in Water Resource Engineering, Civil Engineering, Sanitary Engineering, Hydraulics Engineering and other related fields;

• Experience: 8 years for M.Sc and 10 years for B.Sc with minimum of 4 years relevant WASH implementation experience in an international NGO or with special focus on WASH design and contract administration.
• Basic computer knowledge (word, Excel, and Outlook) and advanced knowledge of current up-to-date design software such as AUTOCAD, Water GEMS or WATER CAD, and other Engineering Software’s
• Having special training on WASH Project design, Project management, Construction Supervision and Contract Administration

Working Environment / Conditions:

• Work environment: Office-based with regular travel to field sites.
