Job Summary
The Climate Resilience Manager will be responsible for managing projects/programs targeting families through different resilience building activities and supervising the CA project manager at Benishangul Gumuz region, and may be other locations as required. He/she will primarily be responsible to lead the study, design, implementation, monitoring, evaluation and reporting of CA projects and other resilience building emergency and long term projects/ programs executed by the organization under the NHP program department.
Principal Responsibilities
Key Result #1: Take a lead in Managing FH Ethiopia Climate Resilience Program
- Provide full technical and management support to the Conservation Agriculture Project currently operational in Assosa and Bambasi districts of Benishangul Gumuz Regional State and elsewhere in the future.
- Provide technical support to the country office NHP Program strategy development.
- Work closely with the NHP director to implement and review the department strategy in order to ensure its contribution and adherence to country & global strategies.
- Liaise with global & regional office climate advisors and donors (MCC, Packard Foundation, CFGB/GAC, and others) as required to develop and expand the program scope and resources.
- Keep updated on potential emergency and long term Climate Resilience funding opportunities.
Key Result #2: Program Management (study, designing, implementation, monitoring, reporting, and funding)
- The position holder is the contact person for MCC and Packard funded CA project in Benshangul region with all the responsibilities of project management.
- Lead in writing up of CR proposals and concept notes (for on-going and new projects) in accordance with FH and donor standards and principles, ensure that cross cutting issues such as accountably, gender, conflict sensitivity and environment are considered in planning, implementation and monitoring of projects.
- Facilitate project agreements, and fund transfer processes as per FH and donors’ procedure.
- Develop a grant management plan (work plan, spending plan, and targets) soon after grants are approved; and review burn rates on a regular basis.
- Based on the approved project documents, guide project staff in the preparation of activity, procurement, and budget operation plan within the first month of the fiscal year and make revision as needed so that accomplishment will be tracked on monthly basis;
- Work closely with the finance, HR, M&E, Communication Manager, Knowledge & Learning Advisor and other units and department staff to ensure proper financial and grants management of the program.
- Prepare and compile periodic reports to be submitted to donors and government as per the recommended formats to notify project progress and impacts to all concerned bodies.
Key Result #3: Networking, Coordination and Projects Management
- Proactively represent FHE in MCC CA project partners, climate coordination & taskforce forums.
- Ensure coordination, integration and programmatic linkages with other programs of FHE Ethiopia at program design, monitoring and implementation stage.
- Coordinate with HR, logistics, procurement, IT, finance to facilitate effective and efficient support of ongoing and new projects.
- Provide organizational support for better coordination and liaising with local authorities and other agencies.
- Ensure project offices are actively engaged in local level fora, and proactive to cooperate with local level government and civil society actors, for better coordination, experience sharing and visibility.
- Identify and assess capacity needs of project office staff, and build their capacity.
Key Result #4 Staff and Resource management
- Gives overall guidance, manages and coaches to project manager and subordinate staff;
- Ensures that performance evaluation forms for all employees are completed and submitted to the FHE Head Office timely;
- Ensure that project vehicles, motor bikes, cycles and other organizational properties are properly managed as per vehicles and resource management guideline of FHE;
- Ensures that human, financial and other materials are adequately available and properly utilized;

- Approve funding for a full slate of gender activities and implementation
- Enforce the sexual harassment policy and on field visits, raise gender issues with staff, and spend time with Gender Focal Points.
- Using review meetings, field visits, and other methods, clarify that Senior Management is strongly committed to the principle of equal opportunity for women and men, and a true gender balance in staffing.
- Review and approve the HR or Gender Advisor’s feedback or recommendation on addressing male, as well as female grievances.
- Facilitate female staff participation in local and regional networks, as well as seminars and cross visits.
Safety & Security Responsibility
- Ensures that safety and security costs are included in all program budgets. These include, but not limited to: staff training on safety and security, site enhancements for safety and security, human resources (security officers), purchase/ maintenance of basic safety and security resources & tools and budgets for safety and security assessments.
- Communicating with staffs in Field Offices and operational areas periodically and making sure that all staff members are aware of the safety and security procedures;
- Facilitating implementation and revision of Country Office procedures when required. This includes identifying potentially risky situations and suggesting corrective measures; Encourages compliance of Safety and Security principles and policies of the organization by all staffs;
- Takes the leadership in the management of Safety and Security in the Head Office and Projects. This includes identifying factors that increase risk, finding ways to reduce risk and planning ahead;
- Ensuring that all employees, local/foreign interns, as well as external consultants submit an updated Record of Emergency Data to their travels out of their base stations to accomplish FHE’s mission.

Experience
- Six years of work experience with an International Non-Governmental Organization or other international organization in a relevant field, preferably at managerial level or equivalent combination of education and experience.
Education/Certifications
- Master's Degree in Development Studies, Plant Science or other relevant field of Study
Distinguishing Competencies
- Highly developed leadership, influencing and communication skills, and demonstrable capability in relationship building at all levels
- Proven budget management experience coupled with experience in implementing and working in accordance with corporate structures, policies and practices
Language
- Proficiency in both spoken and written English; ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or government regulations. He/ She has the ability to write reports, business correspondence, and procedure manuals
