POSITION: SPIR II Lead Community Facilitator

OPEN TO:   All interested Ethiopian Nationals (Female applicants are encouraged)

LOCATION:  SPIR II target Woredas including Daro Lebu, Habro and Boke

Number: 3 (1 for each Woreda)

Strengthen PSNP Institutions and Resilience (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II/RFSA Lead Community Facilitators (LCFs) will lead and supervise all program activities planned and implemented by Community Facilitators (CFs) at target Kebeles. The post holders ensure major activities including community mobilization, training and other events in the targeted Kebeles or Clusters of Kebeles are timely implemented with high quality standard. LCFs take technical guidance from respective thematic area officers and required to partner with Kebele level Food Security Task Forces (FSTFs), Kebele Administration and Development Agents for beneficiary targeting, screening, grievance redressing and promoting community participation in Public Works (PWs). Lead Community Facilitators will work with Woreda and Zone level SPIR II Officers to make sure Community Facilitators capture and document accurate and relevant community development information for planning, implementation, monitoring and reporting. LCFs take responsibility to compile and organize information received from Community Facilities in a professional manner and make ready for use by SPIR II officers and Woreda leadership. 

Major Responsibilities

  • Guides CFs to facilitate the establishment of VESA with agreeable internal regulation for better promotion of livelihood and other project activities
  • Make Sure Community Facilitators have developed a well-organized plan of activities to facilitate community meetings, Community Action Plan (CAP) preparation, mobilize target beneficiaries for PWs and food commodity receipt
  • Compile and organize information received from Community Facilities in a professional manner and make ready for use by SPIR II officers and Woreda leadership
  • Identify challenges CFs face in partnering with Kebele Food Security Taskforce (KFSTF), Das and Kebele administration for timely resolution
  • Make sure SPIR II activities from all Purposes (health, livelihood, NRM, CCA, DRR and food commodity support) are well integrated to enhance efficiency and bring significant impact to the lives of target communities.
  • Prepare annual action plan, breaking down into quarters and months for VESAs, submit to her/his technical supervisor (officers)
  • Plan and lead demonstration and awareness creation sessions on FTCs and Health centers to promote agricultural technologies/practices, nutrition and health through community mobilization participatory tools, such as dramas, roll plays, songs, etc.
  • Facilitate learning and promotion of best practices among CFs
  • Mange CF performance as per WV P&C policy

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Required: Bachelor's degree in Agriculture, Economics, Development Study, Sociology or other related fields
  • Desired: BA/BSc in Social Science or community development

Work Experience: 2-4 years’ experience related to community capacity development, development facilitation at grassroots, partnership and/or accountability. 

Technical Skills: 

  • Knowledge of local language (Afan Oromo) is advantageous
  • Computer literacy (Ms Word and Excel)
  • Motorbike license is very important
  • Communication skill, good human relations, willingness to reside in rural areas at kebele level
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development
