POSITION: SPIR II Market Linkage officer

Duty station: SPIR II Zonal Office (Habro)

Strengthen PSNP Institutions and Resilience (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted Woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The purpose of the Market Linkage/ Value Chain Officer is to oversee designing and implementation of value chain interventions, and provide technical support to development of market linkages for identified agricultural commodities for the target communities under the RFSA project. The position holder will lead the design, planning and implementation of market linkage related interventions under the agricultural production and market linkage component of the RFSA Project, and provide continuous technical guidance and capacity building support to zonal and Woreda level staff, partners and program participants. Together with agricultural production officer, the incumbent will support market and value chain assessments, and related studies in his/ her respective area. S/he will coordinate zonal and Woreda level meetings, workshops, and other networking events with concerned government sector offices, like minded NGOs and CSOs, and private sector actors related to agricultural production and marketing to better support internalization of market oriented approaches. In addition, S/he will be responsible to establish and strengthen linkage of producers with the existing extension system, market information system, input and output market, and financial service providers.

 Major Responsibilities:

  • In close collaboration with agricultural production officer, assist design and implementation of zonal and Woreda level gender and nutrition sensitive, and youth and women friendly market and value chain assessments, and other studies
  • Participate in and develop annual, quarterly, and monthly implementation plans for Market linkage interventions
  • Conduct training needs assessment at zonal and/ or Woreda level to identify the gapsEnsure that capacity building trainings are facilitated as per the schedule and the standards.
  • Ensure community level learning events (field visits, demonstrations, etc) are facilitated as per the schedule and the standards
  • Assist concerned private and public partners at zonal and Woreda levels to explore viable business opportunities, and to deliver the services as per the standards.
  • Support and strengthen establishment of Producer Marketing groups (PMGs).
  • Ensure implementation of market linkage/ value chain interventions proceeds according to approved plans
  • Support external and internal project reviews for higher-level reflective practices;
  • Actively participate on zonal and Woreda level studies, annual reviews, midterm assessments and final evaluations
  • Support identification and promotion of innovative approaches and interventions to achieve project objective and suited to the particular conditions and needs of diverse target groups in diverse geographic location and social norms
  • Ensure that Producers linkage to input and output market is secured as per the approved plan

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • 5 years related work experience for BSC and 3 years related work experience for MSc degrees in supporting designing and implementation of Agri business, Market Linkage or value chain development projects.

Desired:

  • Experience in private and or NGO sector

 Qualification required:

  • Bachelor's Degree in Economics, Agri Business, Rural Development, Marketing Management, Business Administration, or other closely related field. 

Preferred Knowledge and Qualifications:

  • Ability to lead implementation of production and market linkage activities in the field
  • Proficiency in computer (Word processing, Excel; database management)
  • Excellent written and verbal communication in English Language
  • Ability to identify and propose solutions and innovative strategies
  • Firm belief in teamwork, gender equality, and participatory approach and sustainable development
  • Ability to facilitate and encourage collaborative teamwork, experience sharing, effective problem solving and conflict resolution

Working Environment / Conditions:

  • The position requires ability and willingness to travel within the Zone and woredas for up to 40% of the time
