WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programs that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.

ORGANIZATIONAL CONTEXT AND JOB PURPOSE

We are seeking to fill the position of Programme Policy Officer (Disaster Risk Management) based in Jijiga seconded to the Somali Region Disaster Risk Management Bureau (DRMB). In the area of capacity building, WFP Ethiopia Country Office aims to capacitate the regional DRMB in collecting, storing and disseminating early warning information to support informed decision making in the region. Capacity building of the Somali region government DRMB in the early warning is part of the capacity building MOU signed among WFP, the National Disaster Risk Management Commission (NDRMC), and the Somali region DRMB. Under the overall supervision of the Somali region DRMB head, the DRM Officer seconded to DRMB and based at DRMB Somali region office will have the following roles and responsibilities. The DRM Officer will also report to the WFP Jijiga Area Office Head or his /her delegate.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the Development of Multi-hazard, Multi-sectoral and Area-specific Early Warning System based on Wereda Disaster Risk Profiles
  2. Provide technical support on the development of Improved Early Warning System to DRMB and partners
  3. Provide technical support to link Wereda Disaster Risk Profile with an improved early warning system, contingency planning, and response. 
  4. Support DRMB to develop tools, templates, methodology, and approach for data collection, analysis, and presentation.
  5. Develop strategies to promote the use of WDRP results by government sectors, UN, NGOs, communities, and other development partners for disaster risk reduction planning, early warning, and development programs.
  6. Examine existing DRR mainstreaming process into sectoral development plans and draw lessons and strategies for effective utilization of DRR plans. 
  7. Take training on LEAP software and support cascading of LEAP training to Woredas
  8. provide a regular update to DRMB and WFP on DRM and early warning issues as per agreed templates
  9. Coordinate and communicate with local partners, agencies, NGOs, and government institutions to perform resource mapping by identifying how, when, where, and who does what in the region.
  10. Act as the point of contact for Field level agreement and Memorandum of understanding with WFP and DRMB.
  11. Support the capacity building of DRMB staff at regional, zonal, and woreda within the specific technical area.
  12. Act as a point of contact for resolution of a range of operational queries and problems reported from the field including food misuse reports and actions taken to address.
  13. Coordinate and ensure accurate, timely recording of data and consistency of information presented to stakeholders (WFP and NDRMC)
  14. Prepare and record meeting minutes with DRMB and WFP staff including regular hubs and spokes meetings.
  15. Perform other related tasks requested by DRMB and WFP (the 2 organizations will hold consultations to keep expectations on deliverables manageable).
  16. Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: A University Degree in Economics, International Affairs, Business Administration, Social Sciences, Development or another relevant field. 

Experience: At least six or more years of progressively responsible work experience in the related business stream with experience in monitoring and evaluation, preparation of reports, and process improvement.

Language: Fluency in both oral and written communication in English and Somali language is a must.
