Organizational Setting

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The spillover of the conflict in Tigray into neighboring Afar and Amhara regions continues to affect civilians with increased food insecurity, increased displacement, and disruption of livelihoods. In Afar, it is estimated that hundreds of thousands of people are directly affected by the conflict, including several tens of thousands displaced. The humanitarian situation continues to deteriorate due to the active conflict along the Tigray regional border further increasing the number of IDPs, including in North Gondar, Central Gondar, South Wello, South Gondar, and Awi Zones. Despite challenges, including the limited presence of humanitarian partners, limited or no access to some areas due to insecurity, and lack of resources, partners continue to scale up the response and to support the regional authorities-led response efforts in both regions (Afar and Amhara). The coordination needs have risen and there is an anticipated increase in the level of agriculture and livelihood funding. The Emergency Coordination Centre (ECC) in Bahir Dar, Amhara Region was reactivated, to strengthen coordination and increase presence on the ground, and to provide technical and financial support to the regional authorities.

The Regional DRM ATF Coordinator in Amhara plays a vital role in ensuring timely, coherent, and effective food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to a humanitarian crisis in the region. The Regional DRM ATF Coordinator will work impartially with all members of the task force and represents the group as a whole, and not a specific agency. S/he will work closely with the National DRM-ATF Coordinator and the Tigray Head of Sub-office of Coordination of Humanitarian Affairs (OCHA) or their designated official as required.

Reporting Lines

The Regional DRM ATF Coordinator in Amhara Region works under the overall supervision of the FAO Representative (FAOR) in Ethiopia, reports to the National DRM-ATF Coordinator, and responds to the membership’s needs for information.

Technical Focus

The regional ATF-Coordinator is also responsible for the day-to-day management of the information management tool for Amhara, under the technical guidance and support of the Information management team at the National ATF. The coordinator needs to be able to liaise and communicate with a wide range of stakeholders and act as a ‘bridge’ between food security decision-makers and the technical information management team.

Tasks and responsibilities

  • Establish and maintain appropriate humanitarian coordination mechanisms in Amhara: ensure inclusion of key partners at the regional level, organize regular cluster meetings, as required.
  • Ensure timely, inclusive, and regular information sharing and discussion with the ATF partners through various modalities including cluster meetings, email dissemination of cluster products (dashboards, maps, assessments, etc.).
  • Ensure regional monitoring of the response implementation and reporting (including capitalization documents)
  • Facilitate / lead needs assessment & analysis, support in conducting surveys such as EFSA /CFSAM/SMART, secondary data review, and dissemination of available information (inventory/repository) to partners
  • Contribute to country-level contingency planning and coordinate cluster/sector-wide emergency preparedness and response
  • Identify capacity gaps and needs and provide training and capacity building opportunities to ATF partners
  • Proactively gather information from ATF partners and other organizations which may be of use in ensuring informed decision-making processes;
  • Develop and maintain a database about ATF partners’ activities, analyze and process the data, and share final information and products (dashboards, maps, etc.) with ATF partners. Ensure that data is collected and presented in a way consistent with the ATF objectives
  • Create and maintain Contact directories and mailing lists;
  • Work on all other relevant tasks as requested by the National DRM-ATF Coordinator.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • The candidate should be national of Ethiopia
  • University degree in food security, agriculture, economics, humanitarian affairs or related field.
  • Minimum 5 years of professional experience in humanitarian response at a mid or senior level. Experience in food security-related topics is mandatory and experience in the FSC is desirable.
  • Working knowledge of English and knowledge of the local language Amharic will be desirable.

Technical/Functional Skills

  • Ability to work and plan at strategic and operational levels.
  • Understanding of the international humanitarian response architecture, including humanitarian principles, coordination mechanisms, humanitarian reform and action, and funding mechanisms (e.g. Humanitarian Programme Cycle - HPC, Central Emergency Response Fund and Flash Appeals, Pooled funds).
  • Ability to express and summarise ideas orally and in writing in a diplomatic and inclusive manner.
  • Ability to organize workshops, meetings and to present outcomes on behalf of a group of stakeholders
  • Ability to take leadership of all the cluster led assessments, surveys, and monitoring and evaluation.
  • Previous experience working with UN agencies and international organizations/ NGOs is desirable.
  • Strong English communication skills, both written and oral.
  • Establishes and maintains productive partnerships with clients by gaining their trust and respect.
  • Willingness and ability to work in difficult environments, in often stressful time-critical situations
  • Formal training in Cluster CC or previous Cluster experience is strongly desirable.
  • Experience of the country or region of deployment is desirable.

Selection Criteria

  • Familiarity to work with UN agencies, Government, and other partners.
  • Ability to work under pressure and willingness to travel frequently to fragile locations of Ethiopia;
  • High proficiency in written and oral English.
  • Demonstrates integrity and ethics in the conduct of his/her work.
