Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
The spillover of the conflict in Tigray into neighboring Afar and Amhara regions continues to affect civilians with increased food insecurity, increased displacement, and disruption of livelihoods. In Afar, it is estimated that hundreds of thousands of people are directly affected by the conflict, including several tens of thousands displaced. The humanitarian situation continues to deteriorate due to the active conflict along the Tigray regional border further increasing the number of IDPs, including in North Gondar, Central Gondar, South Wello, South Gondar, and Awi Zones. Despite challenges, including the limited presence of humanitarian partners, limited or no access to some areas due to insecurity, and lack of resources, partners continue to scale up the response and to support the regional authorities-led response efforts in both regions (Afar and Amhara). The coordination needs have risen and there is an anticipated increase in the level of agriculture and livelihood funding. The Emergency Coordination Centre (ECC) in Bahir Dar, Amhara Region was reactivated, to strengthen coordination and increase presence on the ground, and to provide technical and financial support to the regional authorities.
The Regional DRM ATF Coordinator in Amhara plays a vital role in ensuring timely, coherent, and effective food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to a humanitarian crisis in the region. The Regional DRM ATF Coordinator will work impartially with all members of the task force and represents the group as a whole, and not a specific agency. S/he will work closely with the National DRM-ATF Coordinator and the Tigray Head of Sub-office of Coordination of Humanitarian Affairs (OCHA) or their designated official as required.
Reporting Lines
The Regional DRM ATF Coordinator in Amhara Region works under the overall supervision of the FAO Representative (FAOR) in Ethiopia, reports to the National DRM-ATF Coordinator, and responds to the membership’s needs for information.
Technical Focus
The regional ATF-Coordinator is also responsible for the day-to-day management of the information management tool for Amhara, under the technical guidance and support of the Information management team at the National ATF. The coordinator needs to be able to liaise and communicate with a wide range of stakeholders and act as a ‘bridge’ between food security decision-makers and the technical information management team.
