Job Description

  • Ethiopian Construction Design and Supervision Works Corporation (ECDSWCo.) is transforming and diversifying from the current consultancy business operations. Taking advantage of the existing ECDSWCo.’s strength and maximizing on the newly emerging external opportunities that are being prevalent with the shifts in Ethiopian Economic Policy – the Corporation is aiming to play a significant role to the success of the Ethiopian Construction Industry -by creating a vibrant business institution that will not only fill the gap that is in the current construction industry, but also replace the need for having international construction companies that are dominating the government mega scale projects.
  • To this, the Corporation is emerging as an Engineering and Investment Group. The proposed name of the Group is ‘’Ethiopian Engineering and Investment Group (EEIG)’’. The Group will comprise of three main operational business units i.e., Consultancy, Construction and Investment.
  • EEIG-Construction business unit key activities are high-end complex construction projects, predominately high-rise commercial and residential buildings, real-estate; infrastructure (roads, railways and airports) & water and energy sector construction. EEIG-Construction alone would grow into a conglomerate of several business units including Piling, underground and foundation Works, Fit-Out, Energy (Solar Solutions), Electro- Mechanical Solution, Facility Management, Landscape and Construction Materials Production.
  • EEIG Construction is launched with the vision of being the best construction company in Ethiopia with a strategy of Timeously executing high-end complex projects, by utilizing proactive management skills as a Design and Build Contractor in order to achieve an optimum return and aspiring to be a competitive and preferred choice that can replace the current dependence on international contractors and deliver excellence. EEIG Construction will uphold Courage, Integrity, Reliability, Value for its People and Innovation as its core values.
  • As its first project – EEIG is going to build a 30 Floors Highrise Headquarter Building in the city centre of Addis Ababa – that will be design and build by its inhouse consultancy and construction business units.

Scope:

The Senior Finance Officer/Finance Manager is responsible for the smooth running of the day-to-day financial operations and preparation of periodic financial planning and reporting processes contributing towards making EEIG Construction Cash Positive at all times.

Roles and Responsibilities:

 Management:

  • Supervise and lead the finance team, ensuring results by setting key performance indicators (KPIS) for all finance staff under his/her supervision along with expectations, coaching and mentoring employees and identifying training needs of staffs and closely working with learning and development to make sure that staffs are equipped with the skills required to carry out their work, planning, monitoring, and appraising performance along with the KPIS.
  • Protects operations by keeping financial information and plans confidential.
  • General Accounting Functions:
  • Ensures EEIG Construction Accounting policies and procedures are implemented regularly.
  • Maintain accounts and financial reports as per company’s standard policy by ensuring that all financial accounting, receivables and payables, and statutory records are in line with standards of EEIG Construction and in compliance with all local requirements and regulations to achieve accurate and standard statement of accounts.
  • Ensures that financial systems and documents are in compliance with laws, policies, standards, regulations and generally accepted accounting principles and practices as well as international financial reporting standards (IFRS).
  • Ensure adequate internal control procedures are established and maintained by reviewing schedules of authority and auditors’ comments in order to maintain financial and procedural discipline.
  • Design and use sound internal control systems to safeguard assets, records and documents of the company.
  • Monitor transactions are coded, analyzed and recorded to the appropriate budget line and cost categories correctly and on time.  
  • Ensures that relevant cross-functional staff teams are informed of any updated financial policies and working procedures.
  • Ensures the timely settlement of taxes and other liabilities are paid out to the relevant authorities on time.
  • Follow-up with the relevant tax authorities for new/updated industry regulations and cascade to the finance team and/or concerned departments of EEIG Construction.
  • Monitors the proper storage and filing of financial documents and reports.
  • Makes sure that financial payments are approved as per the appropriate levels of delegates authorizations included in the companies finance standard procedures (CSP).
  • Develops mechanisms to ensure the day-to-day operations are implemented in a cost-effective manner.

Financial Planning, Forecasting and Reporting:

  • Compile and consolidate (assist in the compilation of) the periodic budget forecasts as per the planned activities and budget needs of each department as required with making sure the appropriate budget approvals are also met and submit to the CFO accordingly.
  • Develop and suggest competent budgetary estimation mechanisms to achieving minimal variances between projected vs actual budget estimates.
  • Prepare and submit monthly, quarterly, biannual and yearly financial performance reports to the CFO and Ensures that all financial reporting deadlines are met.
  • Analyze the variance between actual and budget and provide adequate explanation for major variances.
  • Monthly review of financial results of the business units under the group, lead monthly review meetings and prepare monthly key financials profit & loss, statement of financial position, cash flow and other key ratios to the CFO together with a summary of wright ups for key changes against forecast (budget), last month and last year same period .
  • Ensure accurate and timely year-end financial closings are successfully made.

Audit:

  • Support internal and external annual audit processes.
  • Monitor the investigation and resolving of audit findings, account discrepancies, and issues of non-compliance.
  • Follow up with the audit findings and make sure that its addressed before next audit

Other Duties as Assigned:

  • Contribute to the development of new or amended accounting systems, programs, and procedures.
  • Provides advice and information on financial related issues as required.
  • Perform other relevant duties as and when it is assigned by the CFO.

Job Requirements

  • Minimum of Bachelor’s degree in Finance, Accounting
  • Minimum of 8 years’ proven experience working in Finance/Accounting, out of which 2 years is in a Supervisory/managerial role.
  • Demonstrated experience with working IN a construction firm is an asset, OR
  • Solid knowledge of financial and accounting procedures
  • Should have an international experience or have worked for international companies here in Ethiopia
  • Experience working WITH affiliated organizations commissioning complex construction projects by hiring construction firms is an asset  
  • Knowledge of local finance and accounting laws and regulations in relation to the construction sector.
  • Experience and working knowledge of using financial software and/or organizational ERPs
