The purpose of the GIS and Geo-Spatial (G-S) Planning Advisor is to collect, manage, analyze, model, and present geographic or spatial data. S/he will work in a MC/CARE team to design the GIS and G-S Planning systems of the RiPA project in line with the organization and the donor requirements. She/he provides technical backstopping, trainings in the areas of GIS and G-S Planning and coaches and supports his/her team members. The position holder will work closely with the RiPA team and technical advisors of the relevant sector units and ensure the collection and use of important geographic or spatial data and information. With the guidance and coordination from the Component 1 Lead, this position will contribute to establishing and maintaining the GIS and G-S Planning systems of the MERY CORPs / CARE RiPA North project.
RESPONSIBILITIES AND TASKS
Job Responsibility #1: GIS / G-S Technical Support (40% of time)
- Supports the development and/or adaptation of systems for natural resource management and monitoring, including for the purposes of tracking early warning information on shocks.
- Works closely with and manages the support of RiPA’s remote sensing and mapping initiatives, supporting data management and analysis for planning, and dissemination of information using ARC GiS software, GPS and other identified and recommended relevant technologies.
- Facilitates GIS mapping, layering, and geo-referencing relevant project information and indicators related to all components and RiPA early warning triggers. This may include development of natural resource maps, socio-economic mapping and identifying locations and areas of crisis trigger points.
- Leads and supports all ground-truthing and geo-referencing initiatives relevant to the RiPA program.
- Develops, organizes and supports GIS/G-S remote sensing technical support team, consisting of sponsored students from universities, government experts, and field office representatives in GIS/G-S remote sensing tracking of RiPA natural resource management, climate change and early warning system initiatives.
- Support government partners to use GIS-G-S mapping and technology to map, plan, track and monitor various natural resource management and land use management planning initiatives.
- Support improved GIS / G-S data use and management systems among government partner offices, providing systematic technical support to regional and local government offices;
- Ensure GIS/G-S systems are in line with both community-identified and government priorities, and are coordinated and integrated with other existing systems and projects.
Job Responsibility #2: Design, M&E and Reporting (25% of time)
- Overseeing the planning and coordination of GIS / G-S activities to meet outlined RiPA project DRM and NRM planning goals.
- Developing and managing control quality standards for GIS / G-S system application.
- Performing data capture and analysis for GIS / G-S products.
- Oversee GIS / G-S data flow, management, and distribution activities that are aimed at supporting DRM / NRM-PRM systems planning and implementation.
- Supporting and participating in the designing and development of the geospatial database.
- Maintaining up-to-date and accurate geospatial documentation for Componnet monitoring and reference purposes.
- Efficiently managing geospatial database and developing effective maps for all RiPA components.
Job Responsibility #3: Capacity Building (15% of time)
- Provide basic training for RiPA CARE/ MCs staffs and local implementing partners on principles of geospatial analysis and best-practices for data collection, analysis and visualization for DRM-NRM planning and management.
- Provide analysis of geographic data and visualization technical assistance services to inform RiPA’s programming. Design consultancy inputs and Terms of Reference for the development of new DRM-NRM Landuse planning systems. Work closely with any consultant groups supporting RiPA, such as, USFS / CIAT / SERVIR.
Job Responsibility #4: Coordination, Representation and Networking (15% of time):
- Works closely with all partners to help them understand GIS / G-S data management and information dissemination systems, verifying that both information and information dissemination mechanisms are relevant for planning and decision-making.
- Participate in different Coordination / Collaboration / Communication platforms in consultation with C.1. Lead and Technical Advisors.
- Overseeing the coordination of GIS / G-S activities to meet the outlined DRM/NRM planning and management goals.
- Engage with regional stakeholders to facilitate accessing and using regional GIS / G-S datasets, identify and introduce new analytical methods, and other resources related to development programming.
Job Responsibility #5: Perform other duties as assigned (10% of time)
- Promote and adhere to the principles and objectives of CARE Ethiopia and its programs;
- Promote and adhere to the principles and objectives of MC/CARE RiPA North and USAID RiPA South and LGA programs.
- Represent CARE professionally during and after work hours and perform any other duties assigned by supervisor.
PROBLEM SOLVING (Thinking Environment)
All the three levels of problem solving apply to this position. But category numbers two and three are most applicable to this position because the GIS / G-S Planning Advisor must use interpolative skills to pick and choose the right strategies to address any given problem faced and deal with variable and changing situations, which need careful analysis, problem definition and the development of alternative solutions.
Job Requirements
EDUCATION
Required:
- Bachelor's Degree in Geography or GIS or equivalent combination of education and work experience.
- MSc Degree in Geography or GIS and Remote Sensing or equivalent combination of education and work experience.
EXPERIENCE:
Required:
- Minimum of 5years of work experience for B.A degree holders and 4 years of experience for M.S.C Degree holders in GIS / G_S Planning and data management, preferably in a Development/humanitarian context;
Desired:
- NGO experience
- Working in lowland pastoralist regions.
- Working in the NRM sector
TECHNICAL SKILLS
Required:
- Proficiency in verbal and written English
- Firm belief in teamwork, gender equality, participatory approaches and sustainable development
- Demonstrated interpersonal skills in working within a multi–disciplinary team and ability to liaise with government, community leaders and other stakeholders at all levels
- Considerable experience analyzing complex GIS / G-S data with ARC GIS mandatory; knowledge of other GIS programming languages and packages is a plus.
- Previous experience with mobile data collection (ODK, ONA, KOBO)
- Ability to operate in a cross-cultural environment requiring flexibility
- Familiarity with development aid systems, and understanding of donor and governmental requirements
Desired:
- Knowledge of the Adobe Suite, particularly Illustrator and InDesign.

VI. WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED
This position is located in Addis Ababa and requires 40% of travel to field offices.
