Job Description

The purpose of the Program Manager (PM) position is to provide overall leadership and coordination for ensuring the implementation and accomplishment of the objectives of the Adolescent Heath Program/projects under his/her responsibility in line with CARE’s vision, goals, and program principles, standards, approaches and Long Range Strategic Plan. In consultation with the supervisor and in collaboration with the program staff she/he develops annual implementation plans and budget, allocates appropriate resources to accomplish the plan, secures qualified staff and ensures that an appropriate monitoring system is in place to track progress and deviations of program implementation. To promote the highest level of staff performance the PM ensures that all supervisors provide coaching and counseling to the program staff. He/she establishes and maintains effective working relationships with key government partners and NGOs working in the same geographic areas.

RESPONSIBILITIES AND TASKS

Job Responsibility #1: Program Planning % of Time: 20

  • With the program team analyzes past experiences and incorporate lessons learned in the area of adolescent health programming into the planning process; and Based on past achievements adjusts program targets, strategies, and resources.
  • Shares draft plans with program management team, staff and partners involved in the implementation and incorporate their input into the plan; besides ensure that all program staff have appropriate individual operational plans linked to program priorities;
  • Submits annual plans and budget revision as per established schedules to all program stakeholders.

           Responsibility No. 2: Program Implementation % of Time: 25

  • Organizes the implementation process of all set targets planned for Act with Her program with respective supervisors, experts and other concerned staff working within program departments/section;
  • Ensures that all staff have updated monthly and quarterly implementation plans;
  • Quarterly visits field activities and provide formal and informal feedback to the program staff.
  • Maintains ongoing communication with program stakeholder regarding program progress and challenges;
  • Continuously assesses program’s context, assumptions and changes in the working environment to ensure that the program focus, strategies and activities remain relevant and to proposed adjustments when needed.
  • Provides support and guidance for staff and partners on key technical areas including: discussion manuals development, social analysis and Action (SAA), Village saving and Loan (VSLA), Menstrual hygiene management and any other efforts in making institutions responsive for adolescents health need. 

         Responsibility No. 3: Program Budget Management % of Time: 10

  • In collaboration with program finance staff revise program life and prepares annual budgets based on program proposal and ensures compliance with donor requirements;
  • Ensures appropriate utilization of fund codes for charging budget expenditures;
  • Monitor monthly budget burn rates and make adjustment when needed.

          Responsibility No. 4: Staff Management % of Time: 15 

  • Supervises, leads, guides, orients, coaches and provides ongoing feedback to program staff, recognizing and praising successes and pointing out failures that needing corrective measures.
  • Recommends or initiates personnel actions such as merit increases, other salary adjustments, promotions, transfers, terminations, and disciplinary actions including performance improvement plans;
  • Promotes and model a working style based on strict adherence to the organizational core values;
  • Completes all performance management activities including: performance planning, monitoring, and annual performance appraisals;

 Responsibility No. 5: Program Monitoring, Evaluation and Reporting 10

  • Ensures that all program/s under his/her supervision include an appropriate log-frame and baseline design;
  • Organizes a monitoring system to collect baseline and periodic data for tracking program performance and decision making;
  • Write monthly/quarterly/annual comprehensive and high quality program progress reports; besides, conducts quarterly and annual program review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;
  • Document all program related files on the organizations shared file.
  • Implement audit recommendations related to the program.

       Responsibility No. 6: Networking, Learning and Representation % of Time: 10%

  • Establishes and maintain formal and informal communication mechanisms with GO/NGO stakeholders and; Participate in GO/NGO forums and share update for program staffs
  • Represent the organization on national adolescent and youths task force

           Responsibility No. 7: Any other duties assigned by Supervisor Coordinator: % of Time: 10%         

  • Eg. Sexual Reproductive Health/MNCH/Concept Paper, proposal development .
  • Any technical support required in the unit

All three levels of problem solving are pertinent for the position in one way or another. Since the incumbent deals with the management and coordination of the various day-to-day activities, development, implementation and maintenance of policies, procedures, objectives, short-and long-range planning of the program, he shall deal with all three levels of problem solving.

Job Requirements

QUALIFICATIONS (KNOW HOW)

EDUCATION/TRAINING

Required:

  • Bachelor degree in Public Health, equivalent combination of education and work experience.

Desired:

  • MPH/ MSc in health development or related field

 

EXPERIENCE:

Required:

  •  6-8 years’ experience in Adolescent SRH and health development programs, out of which 2-3 years service in managerial level.

Desired:

  • Experience in development oriented NGO environment.

 TECHNICAL SKILLS

Required:

  • Proficiency in verbal and written English, Amharic and Oromiffa languages; and Excellent communication and interpersonal skills;
  • Concept paper development, operational planning, budget planning and management, monitoring and evaluation, report writing;
  • Demonstrated leadership ability to inspire and empower others
  • Proficiency in standard office software packages
  • Demonstrated technical and managerial ability, sound judgment, ability to interact and work effectively with others at all levels
  • Firm belief in teamwork, gender equality, transparent and participatory management

Desired:

  • Skills in organizing and facilitating training and meeting events. Expertise in one or more of the following program areas: food security, nutrition/health, income generation and livelihood and Gender & Rights Based Approach focus.
  • Driving license and driving experience.

FREEDOM TO ACT

General accountability:

The PM's decisions are prime in terms of the daily functioning and operation of the programs in programming, management, financial and administration areas; his/her decisions are contributory in terms of the CO's long term development focus and organizational polices and procedures.

The PM is the key decision maker in terms of staffing in consultation & concurrence with Program/Area Coordinator and takes into account input from the HRD at the CO.

CONTACTS/KEY RELATIONSHIPS

Internal:

  • AC – Coaching, Mentoring and overall guidance, (On all programmatic, administrative, financial, policy, procedural other related issues).
  • Technical Group - ensuring appropriate support is provided to field offices and maintenance of working relationships.
  • Finance – Consultation and information sharing on budgetary issues and technical assistance.
  • HRD and Administration – Consultation and information sharing on issues related to overall administration, policies, and procedures and secure appropriate program support for the programs.

External:

  • Communities, PA, regional/zonal and Woreda Administration
  • Other development organizations working in the area where CARE works (NGO, CBO and the privet sector).
  • Special meetings with Woreda and Zonal (Regional when required) government partners and donor representatives when needed.

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

The position is based in Addis Ababa. At least up to ______20______ % of the time will be spent in the field.
