Description of the P2R Programme:

Pathways to Resilience is a five-year initiative (2020 – 2024), implemented by PCI, iDE and GOAL, targeting pastoral and agro pastoral communities in Bale, Borena, Guji, S. Omo and Dawa. The purpose of P2R is to improve resilience through improved food security and inclusive economic growth, it is supported by USAID in Ethiopia with a budget of $30 million.

The programme has five components, each led by a consortium member, PCI as the consortium lead have overall programme and grant management and are responsible for monitoring, evaluation and learning using USAID’s Collaboration, Adaptation & Learning (CLA) approach. The programme components are:

Disaster risk management including access to informal financial services, PCI will lead.

Diversified sustainable economic opportunities for people transitioning out of pastoralism, iDE will lead.

Intensified and sustained pastoral and agro-pastoral production and marketing, water and natural resource management and access to formal financial services, GOAL will lead.

Improved nutritional status of women and children, GOAL will lead.

A crisis modifier to respond to sudden onset shocks while preserving development gains, PCI will manage with all partners participating.

ABOUT THE POSITION: 

The Senior Production & Marketing Livestock & Crop Officer will co-design, co-invest and manage multiple partnerships with Private Sector Partners (PSP) to increase access to livestock and crop inputs to support production and to link livestock and crop producers to market players in pastoral and ago-pastoral communities. The post holder is required to have existing knowledge and connections to livestock and crop markets and their players. The post holder will manage a small and agile team, be able to work independently, be solution orientated and have a business and livestock background and the life and professional experience to work appropriately with SMEs and consortium partners.

Key Areas of Accountability/Duties

 Key responsibilities:

  1. Livestock and crop market assessments: have a detailed understanding of how the livestock and crop production and market systems work in pastoral and agro pastoral communities, the opportunities, constraints and key players.
  2. Livestock and crop market input systems (Production): Identify and manage partnerships with livestock and crop input providers to extend access to productive inputs and skills to pastoral and agro-pastoral communities.
  3. Livestock and crop output market systems (Marketing): Identify and manage partnerships with livestock and crop output providers to extend access to markets, value addition and skills to pastoral and agro-pastoral communities.
  4. Linkages to financial services including Business Development Services (BDS): Iidentify private sector partners who have capacity to grow and extend access to goods and services in the livestock and crop market systems.
  5. Micro-nutrient improved input systems: Identify and manage partnerships with micro-nutrient improved crop input providers to extend access to inputs and skills to pastoral and agro-pastoral communities.
  6. Team management: Manage a small team of livestock and crop officers in order to achieve P2Rs livestock and crop production and marketing objectives for pastoral and agro-pastoral communities.
  7. Collaboration, learning and adaptation (CLA): Manage joint initiatives adaptively to identify what work (and what does not), take successful initiatives to scale and contribute to learning in livestock and crop production and marketing for pastoral and agro-pastoral communities within the consortium and more broadly within the sector.

  • Good communication, facilitation, and negotiation skills

  • Excellent English language skills, and ability to speak, read and write local language Somali language is mandatory
