Purpose of the position:
The infrastructure officer will provide technical advice and contract administration related supports to construction supervisors who are based at implementation woredas. S/he will provide leadership from zone level to woredas; periodically monitors construction activities ensures the planning, design, procurement, and technical evaluation and contract administration are up to the set standard. The post holder plays leadership role for the successful implementation of high quality, cost effective capital and non-capital construction projects within the agreed time framework that fully meets donor requirements, WVE and government policies and standards.
Major Responsibilities:
- Ensure the study and design of PSNP infrastructures are in compliance with community needs, donor's requirements, WV and government policies and national standards;
- Review drawings/designs, specifications, bill of quantities from concerned government offices and review/verify technical compliance; Engage in the design review of documents produced by government bodies in association with relevant partners.
- Review tender documents and Payment for PSNP infrastructure new constructions/rehabilitation/ maintenances activities.
- Providing Technical advice and contract administration related supports to woreda Construction supervisors.
- Approves construction cost variations in his/her limit
- Coordinate and closely work with SPIR WASH officer(s) to ensure WASH construction activities meet technical requirements
- Coordinate and work with SPIR II zonal support services officers to ensure on time completion of construction related purchases.
- Plan, facilitate and conduct trainings on infrastructure design, contract admin, supervision and PNSP related programs to relevant staffs and partners
- Closely and regularly, monitor ongoing construction and provides feedbacks to the contractors, Woreda PSNP construction supervisors and management.
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
Required Professional Experience:
- Experience on design and supervision of building, irrigation and water supply projects.
- Technical Training qualifications required on Infrastructure and PNSP Program Management
- Experience on contract administration,
Required Education, training, license, registration, and certification
- Qualification required: MSc or BSc Degree in Water Resource Engineering, Civil Engineering, Sanitary Engineering, Hydraulics Engineering and other related fields;
- Experience: 4 years for M.Sc and 7 yrs for B.Sc with minimum of 5 years on relevant project/ program management experience in Infrastructure and PNSP in an international NGO or similar organization
Preferred Knowledge and Qualifications:
- Basic computer knowledge (word, Excel, and Outlook)
- Advanced knowledge of current up-to-date design software such as AUTOCAD, WATER CAD
- Special training on design, Construction Supervision and Contract Administration
- Effective in written and verbal communication in English
