Location: SPIR II WV,West Hararghe Zone Office (Daro Lebu Boke and Habro), Oromia
Purpose of the position:
The finance officer performs financial accounting work of SPIR II program including financial services to internal and external customers. S/he contributes to the financial and accounting reports to provide reliable information necessary for operational decisions. S/he will monitor SPIR II spending and follows abnormal balances/records (if any) and report to concerned coordinator/program officers and project budget holders for prompt correction
Major Responsibilities:
- Process grant financial transaction/ in compliance with WVI FM manual, internal policies, terms, conditions and regulations of the SPIR II according to the award terms and conditions
- Process partners, staff expenses, procurement, training and the like payment requests and submit to disbursement unit
- Engage in preparation of monthly LDR and process reversal entries as needed
- Facilitate and process all type of employee advance requests and follow up for the settlement of all local travel and business advances within due date
- Process employee out pocket reimbursement request as per the organization policy and standard
- Process reversal journal entries for correction, reclassification or allocation for grant costs and submit for review and approval
- Review and effect payment as per the allocated cash flow budget
- Track and monitor reimbursable VAT and ensure timely recovery of VAT refunds from respective government authorities or agencies
- Monitor grant project spending and follow abnormal balances/records and report to concerned managers and project budget holders for direction
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
Required Professional Experience:
- Minimum 3 years of NGO relevant experience
Qualification required:
- Bachelor’s Degree in Finance, Business Administration or related field, Certified Public Accountant or equivalent as preferable
Preferred Knowledge and Qualifications:
- Able to work with minimum supervision Excellent working knowledge of GAAP and government/donor regulations and requirements
- Computer knowledge in MS Office (Excel, Word, Outlook)
- Able to motivate staff to achieve core results
- Knowhow of different Accounting Software’s
- Able to leverage key opportunities to mitigate business risks
- Experience in handling Staffs under his supervision and complex project activities
- Able to articulate and communicate ideas well verbally and in writing
- Fluency in English and local language
- Able to work in a cross-cultural environment with a multi-national staff
Working Environment / Conditions:
Travel up to 15% of time.
