Job Description

Purpose of the position:

Zonal (field Office) level Data Analysis, Learning and Reporting Coordinator will lead the processes of having quality evidence or monitoring and evaluation data, processes of data mining and its use for learning, reflections and adaptations at the field/zonal office level. S/he supports the MEL Coordinator in the processes of data review, cleaning and data analysis while s/he leading the use of M&E data or other evidence for learning and decision making. S/he is presents raw data in to a usable information and insights using various dashboards and statistical techniques and software like SPSS, STATA, EXCEL and others. S/he is responsible for ensuring use of data at World Vision Field/Zonal Office level for learning, adaptations and decision making by closely working with Zonal/Field Office Manager and technical team as well as with IP/regional level Data Analysis, Learning and Reporting Coordinator and Collaborative Learning and Adaptations (CLA) Lead at consortium level. S/he support regional/ IP level Data Analysis, Learning and Reporting Coordinator in ensuring implementations of proper learning mechanisms, CLA plans and related learning activities and events at World Vision Field Office/IP level.

Major Responsibilities:

Lead and coordinate the processes of data analysis, data sharing and presentations

  • Responsible for data mining, and analysis at the field offices using required tools, and statistical techniques at field offices level by converting raw data in to a usable information/insights, and providing needed reports as required,
  • Conduct quantitative data analysis using appropriate software like STATA, SPSS and qualitative data analysis as required,
  • Lead the SPIR activities in data cleaning, summarizing, data analysis, presentations and sharing for use by diverse SPIR team at field/zonal office level thereby enhancing incentives for use of M&E data, and learning,
  • Identify gaps early on by analyzing the data, raise performance or any other related questions that should be addressed timely and interpret trends or patterns in data from each of the woredas for use by SPIR team at field office and IP level.
  • Generate dashboards, visualizations and reporting with the help of IP/regional level Data Analysis, Learning and Reporting Coordinator, Data Visualization and Reporting Specialists and CLA lead at consortium level,
  • Use the data submitted in excel or in the form of mobile data collection (MDC), clean it and do data analysis, and presentations using interactive dashboard and ensure the regular and timely use of M&E data for learning and adaptations,

Learning and reflections and use of evidence at WV field/zonal office levels

  • Put in place a proper learning mechanisms/framework at field/zonal office level, and implement CLA plans and related learning activities and events in consultation with IP level Data Analysis, Learning and Reporting Coordinator,
  • Support IP level Data Analysis, Learning and Reporting Coordinator in facilitating learning processes (peer-to-peer learning, CLA pause and reflect events, etc.) for regional/IP office, and other partners/stakeholders for adaptations
  • Play a lead role in integration of reflection/learning activities into organizational practices at field office levels and create opportunities for strategic learning across zonal offices and feed in to the IP level learning and broader CLA activities
  • Plan and facilitate key workshops and learning events and meetings to be held at field office level and present it in partnership with M&E staff at zonal/field office level and IP level Data Analysis, Learning and Reporting Coordinator,
  • Organize the M&E data and other evidences in a usable format and share it to the technical and management team at field/zonal office for learning and use of evidence for decisions making purposes,
  • Foster the use M&E data and evidences from researches or assessments for learning and adaptations at field office level,
  • Support the implementation of key CLA activities at the field level and contribute to the implementations of documenting lessons learned and knowledge sharing and management processes at IP levels
  • Facilitating use of data, inculcate learning culture among the technical and M&E team so as to encourage the use of evidence and coordinate all the processes of learning and reflections at field/zonal office level and beyond,
  • Led project review processes, reflections, and enhance knowledge management at field/zonal office level,
  • Closely work with regional level Data Analysis, Learning and Reporting Coordinator, knowledge management and communication specialists at consortium level, and support documentation of learning and good practices at zonal level,
  • Support the development of learning products and briefings at regional/IP level and support IP level Data Analysis, Learning and Reporting Coordinator in building the knowledge pool and SPIR knowledge management system,
  • Contribute to the familiarization, reflection and use of USAID/BHA M&E policies, guidance and requirements (IPTT, indicator handbook, PIRS, Theory of change, MEL Plan, tools, ), and ensure its ownership at field/zonal office levels

Reporting

  • Lead the processes of producing high quality quarterly, annual (focusing only on outputs and outcomes) and final reports (close out) reports at zonal/field office level as per the donor and SPIR reporting requirements, templates and support the Regional/IP level team to ensure the same by allotting some portion of his/her time to produce high quality report,
  • Lead the production of high quality quarterly, annual report (AR) and final reports for Oromia Governments at Zonal level and contribute to the reporting processes of WVE national Offices as per their respective templates, and requirements together with the Zonal/field office MEL Coordinator,
  • Coordinates with the field/zonal office technical team and closely work with them in the compilation of monthly, quarterly and annual reports at field/zonal office levels
  • Communicate regularly with field/zonal office M&E coordinator, technical staff and IP level Data analysis Learning and Reporting Coordinator for clarifications and verifications,
  • Responsible for adherence to intensive donor reporting requirements, templates and packages required for quarterly and annual reports and on how to report only on key or higher level results (outputs and outcomes)
  • Use the required dashboard and tracking tables in reporting that could summarize and synthesize the report to fit to the donor minimum required size,
  • Ensure the capturing of the required lessons learned, success stories, lessons learned and challenges and its incorporation in the report as an annexes

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

Experience: 5 years and above working on M&E, data analysis, use of evidence, learning and reflection as well as CLA activities at project and organizational levels at NGOs as data analyst, learning advisor or CLA specialists and experience in M&E.

Qualification required:

Master of Science Degree in Economics, Statistics, Social sciences, Development Studies and related fields

Preferred Knowledge and Qualifications:

  • Very good knowledge of data analysis, data presentations, visualizations (using various excel dashboards and charts and other visualization tools) and data sharing for use by diverse SPIR team at field office level,
  • Very good kills and experience in quantitative and qualitative data analysis methods and tools,
  • Prior work experience capturing lessons, learning and reflections, use of data for improving performance and decision makings,
  • Experience in production of high quality quarterly and annual report by analyzing and using M&E data and other evidences
  • Prior work experience on areas of resilience and food security, and experience on MEL
  • Experience in data analysis using statistical packages like SPSS, STATA, MS-Excel etc.,,
  • A strong aptitude for organizational change, innovation, learning, team building and strong commination and presentation skills
  • Strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently
