Purpose of the position:
Zonal/Field Office Monitoring and Evaluation (M&E) Coordinator will be responsible for implementation of SPIR II project monitoring, and evaluation activities and M&E plan at WV field/zonal office levels by closely working with Zonal/RFSA Managers, Data Analysis and Reporting Coordinator, and technical staff at zonal/field office level in close collaboration with IP/Regional MEL staff at IP levels. S/he leads and coordinates timely data collection with the required quality, data cleaning, aggregation, data analysis and production of high quality reporting for WV SPIR field/zonal Office, and also support detailed implementation plans (DIP) implementation and its tracking (tracking DIP achievements/progresses against quarterly and annual targeting for each of DIP tasks/activities) at field office and woreda level The post holder is also responsible for ensuring continuous data collection that meet the required data quality standards and can be used for reporting and decision makings and also ensure availability of all the required data, source documents and evidence for donor DQA.
Major Responsibilities:
Lead the strengthening and implementation of SPIR II M&E system and ensure ownership of USAID/BHAs intensive M&E policies, guidance and requirements at SPIR World Vision field office level
- Responsible for the implementation of harmonized/standardized of BHA/SPIR II M&E processes, tools and requirements at WV field/zonal office level
- Lead the monitoring, and evaluation activities of the SPIR II project at field/zonal office level by closely working with all the team at regional (IP) and zonal (field offices) levels, and guide the team at field office levels,
- Responsible for tracking and monitoring of progresses of detailed implementation plan (DIP) task achievements against its quarterly and annual targets at field/zonal office levels and then reports key results to IP/ regional level,
- Supporting the field level team to put a realistic quarterly target in the DIP, collect and aggregate quarterly data for DIP tracking (as per tracking table) so as to regularly gather information for quarterly reporting which will also input to the IPTT indicator values during annual results reporting, and produce DIP charts,
- S/he is responsible for adopting regional/IP level IPTT with its targets for field /zonal levels, tracking progresses of those indicators quarterly and annually to aggregate or feed in to IP/regional level IPTT tracking/results monitoring.
- Responsible for familiarizing field (zonal )office technical and MEL teams with USAID/BHA M&E policies, guidance and its requirements (IPTT, indicator handbook/PIRS, Theory of change, MEL Plan, tools) and ensure its ownership,
- Conduct implementation quality monitoring (i.e., monitoring quality of project implementation at regular interval),
- Coach/mentor field level team to collect, review and clean routine monitoring data with the required quality and standard using appropriate data collection tools, MDC, and then analyze and use the data for reporting, learning and adaptations at field/zonal office level,
- Document and share critical findings for regional field/zonal office teams on a regular basis, by closely working with the Data analysis, Learning and Reporting Coordinator
- Support the production of high quality quarterly, annual and final reports as per quarterly, annual and final reports guidance, templates, and requirements together with Data analysis, Learning and Reporting Coordinator

- Ensure quality data collection, cleaning, storage, processing, aggregation, analysis and reporting on a timely basis with the required frequency
- Contribute to the development of SPIR II new data collection tools with the technical team, and support in the update of existing tools/data collection forms
- Responsible for the production and smooth flow of quality M&E data from field offices to IP level as per BHA M&E policy and guidance, indicator handbook, SPIR II PIRS quarterly and annually,
- Ensure that the data is collected with maximum accuracy, and reliability (meeting all the five USAID data quality standards) by closely working with the technical staff, CFs and CHFs who directly collects the data in the field,
- Ensure the testing, rollout and implementation of SPIR II MDC and MIS systems at field (zonal) office level by closely working with IP/Regional MEL Coordinator, SPIR II consortium M&E and MIS team, and ensure on-line and off-line data collection using MDC/tablets unless otherwise paper-based is required for some data,
- Regularly updates master participant lists (MPL), and support the conduct of participant-based survey,
- Responsible for quality data collection, data cleaning, aggregation, analysis, visualization, indicator counting and reporting against targets in the IPTT, and use of the data quality quarterly, annual an final report at field office level including tracking DIP progress,
- Regularly or continuously conduct on spot check and data verifications for ensuring quality of the data and its timely submission by CF, CHF and technical staff at IP level,
- Responsible for data management at field offices to ensure effective and smooth functioning the M&E processes, tools, systems and products,
- Conduct field monitoring visits, and implementation quality monitoring regularly,
- Ensure that the data collected using MDC at regular intervals (weekly, monthly, quarterly and annually) are accurate, reliable, and do field validation/ ground truth to improve data quality, and data management processes,
- Work as custodian of all SPIR II data, or evidence gathered at WV field/zonal office level and reported to Regional/IP level and others for audit purpose and future reference,
MEL capacity building for field level staff
- The post holder will build the capacity of SPIR II staff at field offices on MEL, and on the use of MIS,
- Training on SPIR/BHA indicators, PIRS, and data collection tools, and related processes and tools
- Capacity building on data cleaning, processing, aggregation, analysis, and reporting for field office technical staff,
- Training or continuously supporting CF and CHF on data collection forms, proper mobile data collection, and how they could keep hard copies of the record from which the gathered the data,
- Providing other MEL support to the field offices and local government staff
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
Required Professional Experience:
- Experience: Five (5) years and above working on implementing M&E systems, tools and processes for national or international NGOs as M&E Coordinator, M&E specialist, measurement and Learning or program quality specialists. Experience working on FFP or BHA/USAID projects or Feed the Future Project is highly desirable.
Qualification required:
- Master of Science Degree in Economics, Statistics, Social sciences, Development Studies and related fields
Preferred Knowledge and Qualifications:
- Very good knowledge of diverse M&E approaches, practices, and tools; analysis and use of M&E data,
- Proven experience in quality data collection, cleaning, analysis, aggregation, and reporting
- Understanding of USAID MEL systems, practices and approaches and BHA M&E requirements in particular
- Excellent presentation, communication, writing, networking and partnering skills
- Highly skilled in data analysis using computer packages like SPSS, STATA,MS-Word, MS-Excel, MS-Access etc.,
- Participatory program design, M&E and management
- A strong aptitude for organizational change, innovation, learning, team building and strong communication skills
- Strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently
