TERMS OF REFERENCE (TOR) – Individual Consultant to provide GBV and Ethiopian law training

Job Description

Targeting at providing better protection of the rights of women, Ethiopia has undertaken significant ‘gender-sensitive’ legislative reforms in the last decade. Foremost among these laws are the 1995 FDRE constitution, the 2003 Revised Family Law and the 2005 Revised Criminal Code.

International Medical Corps in Ethiopia provides capacity building training on “GBV and Ethiopian Law” for its Implementing Partners and Program staffs with the aim of setting standards for quality, compassionate care for GBV survivors in humanitarian settings, with particular focus on the assuring the provision of quality services by implementing partner staffs in line with Ethiopian Legal Framework. The training also equips them with the information and guidance they need to understand and introducing with updated legal issues related with GBV.

IMC plans a 3 day GBV and Ethiopian Law training for 30 Implementing Partners/CBOs workers; who are working to help survivors of GBV in Urban Refugees located in Addis Ababa City Administration. The training will be conducted in Addis Ababa City Administration in the month of December 01 to 03, 2021. The training will be provided by Consultant Trainer and supported by IMC GBV Trainer and team.

Scope of Work

The Trainer will take the lead in facilitation of the 3 days GBV days GBV and Ethiopian Law training for 30 Implementing Partners/CBOs using the standard tools and guidelines. The following topics to be covered in the training will be divided into four parts:

GBV Basics

  • Gender and Sex
  • Gender Based Violence and Forms of GBV
  • Causes and Contributing Factors of GBV
  • Consequences of GBV

Jurisdiction

Gender Based Violence in relation with Ethiopian law

  • Rape
  • Early Marriage
  • Forced marriage
  • Domestic Violence and HTPs

Developing an Action Plan

 Methodology

The training will be interactive and will utilize multiple methods including PowerPoint presentations, Discussions, Case scenarios and Group exercises

 Deliverables

The consultant will provide International Medical Corps (IMC) with a training outline

  • Conduct 3 days GBV days GBV and Ethiopian Law training for 30 Implementing Partners/CBOs
  • Strengthening skills and positive attitudes for providing support and services, including referral to GBV survivors in adherence of the guiding principles and compassionate care.
  • Provide guidance on GBV survivor flow, privacy, security of survivor files and ensure survivor confidentiality.
  • Develop an action plan (with IMC staff contribution) to improve jurisdiction and referral system in One Stop Center and other protection facility.
  • Document results of the training through pre and post tests
  • Submit a training report due in 10 days following the completion of the training conclusive report detailing the pre-and post-test results, daily training evaluation and final course evaluation and lessons learnt and recommendations for future training.
  • The Consultant must use its own laptop and training materials

 International Medical Corps Inputs

International Medical Corps shall provide the following:

Consultancy fees as agreed upon by International Medical Corps and the Consultant.

Timeline (Specific dates to be agreed with the consultant)

 The training will take place from 1-3 December 2021 in Addis Ababa 

Job Requirements

  • Minimum BA in Laws (LL. B) is required and advantageous to have an MA in Gender studies
  • Prior experience working with law firm and understand the Ethiopian juridical system
  • Familiarity with the following materials: Ethiopian Law, any relevant Ethiopian law guidelines and the GBV guideline
  • Strong training facilitation and report writing skills
  • Previous Training experience in Ethiopian law and GBV
  • Thorough understanding of the guiding principles and compassionate care
  • English (fluent)
