Job Description

Summary of Key Objectives:

Grants Management and Reporting: Responsible for management of the grant component of the programme, including grants due diligence, selection, contracting, monitoring and closure.

Financial Analysis and Reporting: Responsible for all financial analysis and reporting requirements for the programme including monthly, quarterly and annual financial reports for the client and EDT corporate requirements for the country. The position holder will be responsible for design and analysis of various adhoc reports required for monitoring and evaluation of the programme and country financial transactions.

Fiduciary Assurance and Compliance: Responsible for all financial compliance requirements across the grants’ management process including client, corporate and regulatory compliance. Lead all grants audit and financial assessment activities (internal and external) and ensure all queries are responded to and recommendations implemented. Work closely with other programme technical teams and ensure financial commitment meet delivery outputs as designed in the contract terms and conditions. 

Team Management: Responsible for management and performance of the grants team.  

Detailed Objectives and Requirements:

Grants Management and Reporting:

  • Set up a grants management framework, including approach, policy, procedures, tools and templates.
  • Review partner’ due diligence and organizational capacity, including but not limited to the technical and financial capacity, internal controls, risk analysis and establish risk mitigation plans in agreement with the partners.
  • Set up partner budgets working closely with delivery team to ensure Value for Money is achieved.
  • Review all partner contract before contracting.
  • Undertake site visits to Partner organizations districts implementation to review project expenses and transactions to ensure there is accuracy and completeness of support documents.
  • Monitor the partners compliance with the contract award terms and applicable donor Requirements.
  • Set up partner reporting tools and templates and train partners on use of the same.
  • Ensure accurate and timely periodic reporting from partners and set up periodic report verification and assurance processes.
  • Ensure accurate and timely periodic reporting on the grants component to program Senior Management Team, as guided by the Finance Manager.
  • Maintain regular communication with partners regarding required compliance, reporting, and modification requirements.
  • Interpret fundamental client regulations and requirements and apply them to specific situations for timely resolution to contract issues.
  • Any other reasonable duty as may be assigned by your supervisor that is consistent with the nature of the job and the safe and effective operation of the organization.  

    Financial Analysis and Reporting:

  • Set up a program financial reporting assurance process ensuring all data is accurate, consistent and free of material misstatement.
  • Prepare monthly management accounts and discuss with the Finance Manager and the Project Senior Management Team, before submission and approval.
  • Prepare monthly/quarterly/annual project financial lifecycle reports that support client and internal reporting and discuss with the Finance Manager and Regional Finance Specialist.
  • Prepare program level financial reports for the client.
  • Prepare timely and accurate client financial reports that are aligned to narrative reports as an integral part of donor reporting.
  • Prepare ad hoc and regular consolidated project financial reports as required by designated the Finance Manager and program Senior Management Team.
  • Report all key anomalies to the Finance Manager and where required prepare presentations to the program Senior Management Team.

Fiduciary Assurance and Compliance:

  • Ensure financial compliance across all grants, with EDT corporate requirements, donor contractual obligations, and regulatory requirements.
  • Provide compliance training and advise to grantees/partners.
  • Lead grant internal and external audits, financial assessments and checks.
  • Support the delivery team in the use of financial analysis for sound project management and ensure that designated project managers understand the financial requirements of the projects and that systems are in place to support this.
  • Review the financial internal control framework and project financial risks and issues and inform the Finance Manager for appropriate action, including grants management controls.
  • Provide advice to project managers and management as need be on donor specific financial rules and regulations and implications for project and grant management.
  • Advise on, and implement, efficient and cost-effective office systems, whilst respecting project and operational needs.
  • Deal with any associated financial queries to ensure contractual obligations are fulfilled across the entire grants management component.

Team Management:

  • Manage and support the finance team staff in their personal development and understanding of financial systems, to maximize individual and team output, aid in career development and promote the delivery of a quality service, ensuring best value and efficient and profitable outcomes
  • Attend monthly finance meetings and discuss with the client’s representative any issue or challenge that could affect the program
  • Provide training and support to Project staff on corporate and project financial regulations
  • Provide training and support to Finance Assistants attached to the Project on corporate and project financial regulations
  • Provide advice to project managers and management as need be on donor specific financial rules and regulations and implications for project management
  • Manage the development of financial performance measures relevant to project objectives, and donor requirements
  • Provide technical support to the finance team in financial reporting, processes & controls, and provide support in their professional development
  • Deal with any associated financial queries to ensure contractual obligations are fulfilled

Job Requirements

Person specification:

 Knowledge:-

Essential

  • Bachelor of Business Administration (Finance & Accounting), Economics or relevant areas of discipline
  • CPA or ACCA - completed and certified (good to have)

Experience:-

Essential

  • 6-10 years minimum relevant experience in project and grants management preferably in the development sector (NGO, professional services).
  • Experience leading financial aspects of a huge, multi-year, multi-donor and multi-currency contract management and providing advice on complex financial management.
  • Good experience and understanding of financial analysis, reporting and management accounting, typically in the development sector
  • Experience working with an ERP system (Business World On; highly desired)
  • Experience in grants due diligence, assurance, compliance, and reporting

Desirable

  • Experience coaching and communicating with non-finance staff to ensure they understand operational budgets will be an added advantage.
  • Experience with FCDO contract management.
