Job Description

ROLE PURPOSE

In Ethiopia, Plan has more than 25 years of experience in implementing its program. Currently PIE mainly operates in seven geographical areas; Amhara, Oromia, SNNPR, Gambella, Benishangul Gumuz, Afar, and Addis Ababa City Administration on different projects funded by different donors including sponsorship. 

Plan International Ethiopia's main purpose is to seek Gender Justice for Girls, Adolescent Girls, and Young Women. We aim to help create an enabling environment where girls, adolescent girls, and young women are safe, valued, equally cared for, and have equal opportunities. PIE will contribute to the global strategy by aiming to reach directly 2.1 million Girls, Adolescent Girls and Young Women over the period of the strategy 2020-2024 and to reach an additional 6.3 million beneficiaries through its interventions.

The position holder will be responsible to manage all aspects of program delivery through cash based programming which is designed to respond to disaster affected communities both for the immediate needs and long term recoveries. 

This role is primarily in charge for the implementation of cash transfer program from the initial feasibility and risk assessment stage to the selection of a delivery mechanism which includes liaising with the external finance service providers when appropriate. 

The position holder spends most of his/her time in the field, identifying priority needs and target communities affected by natural and manmade crisis, conducting market assessment in the areas of needy community, conducting post distribution monitoring, establishing relationships with community, local government and leaders, overseeing field-level operations, such as the delivery of materials/inputs, registration of complaints and payment to beneficiaries.

MANAGEMENT SCOPE, REPORTING LINES, KEY RELATIONSHIPS

Reports to: Head of Disaster Preparedness, Response and Resilience

Direct reports – No direct reporting staff, but field cash based and community development staff will be technically reporting to this position.

Key Relationships

Internal Relations: The post holder generally will have close internal working relationship with almost all staff members of the humanitarian program department, with limited number staff in the other departments or functions like finance, business development, program operations, program quality, human resources, logistics and administration in the country office and with most filed and/or program area staff. The post holder will also have direct working relationship with development program team in the context of cash for development and humanitarian nexus integration.  

External Relations: The posit holder will have direct external relationship with the government sectors offices mainly ministry of agriculture, women and children affairs, job creation commission, UNIOM, UNOCHA, other international donors, platforms and Cash Working Groups (CWG) at all levels. Moreover, the post holder will have a direct work relationship with the government and non-government financial sectors mainly banks, microfinances and community based saving and credit groups like VSLA and others.

ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

Market assessment and cash/CVA Projects/program feasibility study (30)

  • Lead and facilitate market functionality assessment and cash provisions are feasible in terms of social, economic, political and even religious wise for the intervention that had been implemented after disaster happened and before cash interventions are planned.
  • Employ Plan global market functionality assessment tools for cash-based response interventions in collaboration with partners and affected population; ensure assessment finding are documented, determine priority activities and cash disbarment or transfer modalities including CVA system.
  • Ensure that cash-based intervention implementation could be possible through local financial institution which have experience, capacity and mandate and clary identified the partnership modalities.
  • Closely work with finical institutions and saving and credit groups at all levels to ensure effective relationship and partnership to put in place effective and efficient cash program implementation modalities. 

Project design and management (25%)

  • Lead the cash based intervention technical proposal development to be submitted to donors which would be a realistic and evidence‐based and are in line with the market assessment and feasibility study outcomes and guide all the team members to ensure that interventions are in line with cash based intervention and minimum economic recovery and other sectorial humanitarian standards. 
  • Provide technical support for concerned staff on the development of the sector response strategy and make sure that cash based response area is presented in light of benefiting children & adolescent girls in Plan operation area and linked to the global strategic interest of the organization.
  • Ensure that effective planning, implementation and coordination of cash intervention mainly focus on multipurpose cash transfer and support modalities which will address most of the needs of affected communities.
  • Ensure that monitoring, evaluation and learning systems for cash based response interventions are in place in collaboration with the MEAL team of the humanitarian unit. Collection of quantitative and qualitative data and document key learning from the sector response and ensure the implementation accountability and feedback mechanisms through active engagement of the affected population and other relevant stakeholders.

Coordination and communication (15%)

  • Ensure the active involvement of Plan International in the regional and national coordination forums including field level market and cash based response intervention feasibility assessment participation and information sharing with the government sector ministries, UN agencies, local civil society organizations, technical working groups and forums.  
  • Ensure the representation and participation of Plan International Ethiopia in humanitarian coordination meetings, Emergency Operation Centre (EOC), related taskforces, clusters and technical working groups that are related to cash based interventions mainly in the national cash working group.
  • Provide and update all humanitarian team at all levels about the market assessment and feasibility study outcome, emergency response implementation and strategies, project plans, progress reports, budget and other significant developments in the specific department.
  • For cash based response interventions, document best practices, shares lessons and insights from experiences and evaluation of program and project effectiveness, feeding these into local, regional and global networks.
  • Resource mobilization (15%)
  • By ensuring the market functionality and feasibility study for cash based innervations and cash based response and economic recovery humanitarian standards, lead the proposal development and submission process with and by business development team. Further support would be provided to business development team to prepare and submit FADs to the National Organization of Plan International.
  • Provide technical support to the country business development department team to find appropriate partners in line with cash response by identifying and assessing partners and develop working relationships with them.
  • Increases effectiveness of resourcing and resource mobilization efforts through technical inputs to proposal writing team and business development unit and by addressing donor’s compliances and reporting timely with required quality.

Human resources and administration (15%)

  • Provide technical guidance and support for the human resources unit and program area on the recruitment of competent technical staff including designing their Job description for cash based intervention experts and community level facilitators.
  • Ensures effective delivery of project outputs, quality and timely reporting financial and human resource managements for the cash based response responses. And develop capacity building plans and provide training, support and mentorship to partners and Plan staff at all levels on cash based response.
  • Ensure compliance with organizational and statutory policies and laws on People and Culture legality matters and also has responsibility to ensure compliance of the design and implementation of emergency cash based response in line with applicable government policies, guidelines and procedures.
  • Provide technical guidance and direction to ensure effective planning, implementation, monitoring and evaluation of cash based responses and/or CVA for the field and program area team and other response portfolios.

Job Requirements

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

Qualifications:

  • Master’s degree or bachelor’s degree in micro-finance, rural development, banking, disaster risk management and emergency/humanitarian response project management and other related fields of studies.
  • Experience desirable:
  • Minimum of 5 years of experience for bachelor degree holders and three years for Master’s degree in related field on the design and implementation of cash, market-based programming and Livelihoods areas. Minimum five years of NGO experience in cash-based response or humanitarian livelihood and food security for Bachelor degree holders and three years for that of master degree. Moreover, experience of cash transfers and other social safety net programs is an advantage.
