Role PURPOSE                                                        

 The role and responsibility of the Programme Implementation Manager are to lead the Amhara Emergency Response Programme. The post holder is responsible for the coordination, leadership, and effective program operation support in the Amhara region leading the Amhara Programme Area Humanitarian Response Programme Implementation. The post holder has a wide-ranging responsibility in coordinating and monitoring the implementation of emergency projects, managing human, material, and financial resources for the effective implementation of the project at IDP sites and host communities working closely

Specifically, the post holder will supervise emergency response coordinators and field office managers/coordinators and oversee overall emergency responses, recovery programming, and resilience-building among populations affected by displacement across the region. He/she will represent PIE on different humanitarian platforms at the regional level and be able to respond to any crisis in the region.

Dimensions of the Role

  • Line managing emergency response coordinators and sub-office managers ensuring high-quality field office/sub-office management with maximum safety and security of all field-based staff.
  • Provision of leadership and coordination of emergency response operation and ensure the coordination with all stakeholders
  • Ensure effective collaboration and coordination between emergency coordinators within APA management and program support functions.
  • Fully responsible for ensuring the effective representation of PIE at field offices and sub-cluster coordination meetings, liaising with DRMC, DRMO, UN agencies, local and INGO creating an effective partnership with other partners in the day to day PIE operations.

Accountabilities

Key Roles and Responsibilities of the Position:

Overall Programme Management and Coordination

  • Identify needs, proactively engage in designing and operationalizing all emergency response programs as per International Humanitarian Principles.
  • Organize project planning and monitoring meetings with key staff, partners, and stakeholders mainly at the field and sub-office level
  • Direct all sub-office managers/coordinators and ensure program implementation.
  • Provide all management and operational support for all technical team 
  • Coordinate with Finance, Supply Chain, and HR to get the support required for project implementation.
  • Update project outline with any significant operational changes in context and share to Programme Area Manger and country office ERT.
  • Ensuring PIE presence at different levels of coordination, adhering to PIE management policy, and facilitating all donor missions.

 

Response Management and Implementation

  • Work closely with the relevant technical specialist, coordinators, and project manager(s) to ensure that the implementation of relevant activities is planned and implemented in a phased and prioritized manner in full consultation and coordination with all relevant agencies both governmental and non-governmental organizations.
  • Provide operational guidance and direction to staff for effective planning, implementation, and monitoring of agreed child protection plans including psychosocial recovery (care) and assistance (legal and social) to vulnerable children and their families.
  • Make frequent field visits to all sub-offices and field offices to monitor implementation of activities, identify opportunities and constraints, and making any operational adjustments as needed
  • Design and develop appropriate surveillance, monitoring, and evaluation systems for program operation and cluster coordination.
  • Ensure that the different sectoral and sub-sectoral activities are implemented in a coordinated and integrated manner with relevant stakeholders and counterparts.
  • Support PAM in keeping optimal safety and security management procedures, work as a focal person for safety and security for field-based staff, and continually monitor the operational area security situation.

Information, Communication, and Coordination

  • Provide regular updates to PAM and ERT team in progress program operation, needs assessment for new priorities and interventions, constraints verbally and in writing on an agreed frequency.
  • Represent PIE to governmental and non-governmental platforms as needed and agreed with the technical specialist and PAM.
  • Ensure establishment and maintenance of strong working relationships with local communities, community-based organizations, and other local authorities as appropriate.
  • Provide information about humanitarian needs assessments, response plans, implementation and strategies, project plans, progress reports, budget, and other significant developments.
  • Ensure effective communication and information sharing about project impacts and best practices from the response for demonstration and influencing purpose at the community and regional level

Financial Management

  • Ensure timely implementation of grants and budgets.
  • Ensure that creation of POs and the closing of grants in SAP are done correctly promptly.
  • Ensure that all project expenditures are on time and according to the budget and provide guidance to any budget forecasting and reallocation exercises that are required.

People Management, Mentorship, and Development

  • Lead emergency response team based at program area level and be responsible for the quality and effectiveness of Plan's emergency response implementation, coordinating and managing emergency activities.
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against children and other persons on the grounds of race, color, sex, or creed
  • Ensure all personnel under him/her understand and carry out their duties following humanitarian principles, core values, Code of Conduct, and the SPHERE standards.
  • Incorporate staff development strategies and Performance Management Systems into team building processes
  • Manage the performance of direct reporting staff through effective use of Plan’s HRIS Performance Management System
  • Identify training needs and work with the HR department to develop and implement relevant training plans.
  • Communicate effectively on usage, procedures, and relevant communications protocols to all emergency response teams.
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against children and other persons on the grounds of race, color, sex, or creed.

Qualification and Experience Required

  • Master degree in Disaster Risk Management, humanitarian Studies, development studies, development economics, agricultural economics, sociology, human rights, political science, international development,
  • At least 7 years of progressive experience in similar organizations at management level with responsibilities including line management of senior staff. Most preferably experience in managing IDP and/or refugee response settings.
  • Proven experience in managing big teams and understanding the functional relationship with other partners.
  • Proven experiences and ability to coordinate and collaborate with different organizations including the government and demonstrable working experience in the development programme
  • Proven experience in two or more of the thematic areas such as experience in Child Protection in Emergency, education, youth programming, WASH, Health and Nutrition projects.
  • Proven experiences and ability to coordinate and collaborate with different organizations including the government and non-government organization
