ESSENTIAL DUTIES AND RESPONSIBILITIES
The WASH Program Manager is a leadership position that involves development of WASH strategy plan in line with the IMC’s Country strategy plan, planning and delivery of projects, management and monitoring of the WASH programs (water supply, sanitation, hygiene promotion and Environmental health program and capacity building of staff) and required to be innovative. She/He is responsible for the overall management of WASH projects including proposal development, ensure appropriate design of the WASH facilities, and management of staff. The position also requires proper management of the financial, material and other resources under the program
Management
· Provide strong leadership of the assigned WASH project(s), working to ensure both short / long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local WASH staff.
· Oversee the implementation of overall IMC’s WASH program humanitarian responses program and ensure the program is implemented according to schedule, budgets, and international standards
· Rapidly adapt design and overall response to the changing context, considering the needs of affected communities, current level and capacity of actors, and IMC Ethiopia growth and expansion strategy.
· Develop and implement an appropriate and effective WASH strategy, setting clear objectives and indicators, for WASH activities in consultation with other WASH staff and field managers, and, where appropriate, with the local communities and refugee camps
· Ensure the design of WASH facilities are appropriate, safe, and provide proper services for the beneficiaries. Ensure the appropriateness of WASH infrastructures designs, BoQ, drawings, and optimized design for water supply infrastructures, electromechanical equipment, and storage tanks
· Ensure all WASH infrastructures are constructed as per the standards and quality of construction works
· Conduct regular water system operation and management training for the staff on Water quality, water system management, and data management
· Conduct regular monitoring and internal evaluations, and conduct KPC and PDM surveys in collaboration with MEAL team
· Work on the development of proposals, budgets and concept notes in coordination with the proposal development team.
· Liaises with HR/Admin, Logistics, and Finance departments to ensure smooth operations of WASH activities.
· Provide staff coaching and technical supervision to develop ownership / responsibility for WASH activities.
· Any other duties as assigned by the supervisor to enable and develop IMC programs
Staff Management
· Recruit staff in conjunction with the Human Resources Department
· Maintain updated job descriptions, conduct interviews, and orient new staff to the IMC and the WASH program
· Provide ongoing supervision, and technical support and guidance to WASH staff, and ensure all WASH staff adhere to best-practice principles in all aspects of program implementation
· Ensure Performance Management System documentation for all staff is in place and followed up regularly
· Ensure WASH staff understands and follows IMC and donor Policies and Procedures in collaboration with IMC HR/Admin
Grants Management & Reporting
· Manage and oversee WASH grants; develop and maintain work, spending and procurement plans according to the IMC templates and procedures;
· Prepare finance utilization plan and review monthly financial pipeline;
· Assure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.
Representation & Coordination
· Develop and maintain effective working relationships with all stakeholders - including NGOs, UN agencies, Gov’t representatives and other IMC sectors to enhance cooperation and coordination;
· Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate;
· Attend the WASH coordination meetings, submit regular requirements from clusters, and for Addis WASH team
· Represent the IMC in other relevant forums at field as per the instruction from CD, or Program director.
