Major Duties and Responsibilities:
Technical:
- With Guidance provided by the Construction/Infrastructure & Environmental Protection Advisor, regularly monitor the implementation of program activities in terms of environmental sound designed manner. Identify problems, create mitigation measures on spot and track progress and document learning on regular basis.
- Assist the SPIR Program on environmental management, specifically focusing on strengthening institutional capacity, improving environmental quality and the sustainable management of natural resources, and promoting equitable solutions in managing commons such as climate change, biodiversity conservation, wetlands and others)
- Ensure all project activities are implemented in adhering to environmental protection laws, regulation, guidelines, policies and standards of USAID and Ethiopian Government.
- Understanding of the functioning of the Ethiopian government and USAID environmental safeguard policies and prepare tools and checklists for screening environmental impacts in coordination with the USAID's requirements.
- Facilitate the environmental and social aspect feasibility assessment of construction activities including all vertical construction, SSI, water supply, road and soil and conservation structures.
- Coordinate with government counterparts at field level to arrange for the site permit clearance /Environmental clearance/ for those construction activities and other program activities categorized under Negative determination with condition.
- Work with field staffs to ensure program activities are implemented in an environmentally management sound manner.
- Ensure agriculture activities follow the recommendations made in the USAID approved Pesticide evaluation report and safer use action plan (PERSUAP), at the field level especially on small scale irrigation constructed by the Program.
- Prepare the Annual Environmental Status Report (ESR) at field level based on the approved SPIR`s EMMP to verify the implementation status of proposed environmental mitigation and monitoring measures.
- Ensure the environmental sustainability of SPIR Program activities in the operational areas.
- Facilitate environmental management and protection related training for the regional and district program staff and other stakeholder in conjunction with the USAID.
- Support Construction/Infrastructure & Environmental Protection Advisor while preparing the Programmatic Environmental Assessment for a class of similar actions of SPIR Program.
- Work closely with government counterparts, and other relevant stakeholders team to ensure proper implementation of SPIR`s EMMP and other conditions set by USAID.
Monitoring and Evaluation:
- Conducting routine monitoring of field activities for environmental management and protection measures , reporting findings on activities and providing recommendations were appropriate
- Take the lead on all environmental mitigation and monitoring measures activities in the region and district which have negative impact on environment and climate which are listed in EMMP.
- Support the Construction/Infrastructure & Environmental Protection Advisor in developing tools needed for screening new program activities, environmental mitigation measures monitoring and other.
- Provide support for any Environmental management evaluations, assessment, research and surveys to be conducted.
- Work with M&E Team to ensure that the environmental management related data is collected, entered and validated using approved M&E tools.
- Coordinate with PW NRM, DRR & CCA officers for the annual assessment of soil and water conservation functionality, tree survival rates etc
Reporting:
- Prepare the Program environmental management report monthly, quarterly and annually at field level as well as required and communicated by the Construction/Infrastructure & Environmental Protection Advisor.
- Prepare the case stories, success stories and lesson learned in relation to the environmental management and compliance of the SPIR Program.
Representation
- When requested by the project manager, liaise with and represent the program’s environmental compliance activities to zonal and woreda government officials, civil society/community leaders, the private sector and other key stakeholders.
- Coordinate and share information with consortium partners, local government, other implementing partners and other CARE country programs where relevant.
- Establish and maintain professional and productive relationships with all project team and program stakeholders.
Learning, Documentation and Sharing
- Assist SPIR Consortia Officials in preparing various report, strategy and training.
- Share learning with the other region and Consortia

Job Requirements
Education/Training and Experience
- BSc or MSc degree in environmental sciences/engineering, natural resource management or, another related subject
Required:
- 3 years of relevant experience with the first degree 2 years of relevant experience plus postgraduate degree in Environmental Science/Engineering, Natural resource management, Soil and water engineering, or related field of study and a minimum of 6 years’ progressive professional experience with similar responsibilities.
Desired:
- At least 5 years’ previous experience working with USAID funded food security programs with similar environmental compliance officer responsibilities.
- Working Conditions and Level of Travel Required.
- This position is based in the CARE Field Office in Chiro of West Hararghe. The incumbent is expected to work Gemechis, Chiro and Doba woredas.
