ETHIOPIAN CENTER FOR DISABILITY AND DEVELOPMENT (ECDD)

TERMS OF REFERENCE (TOR)  

Consultancy Service for Prepare Contract Documents

BACKGROUND

Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development Organization established in 2005 and reregistered by Agency for Civil Society Organizations as Ethiopian Development Organization with a Certificate № 0321 under the Proclamation № 1113/2019. ECDD is working with other organizations to promote and facilitate the inclusion of persons with disabilities and disability issues in mainstream service delivery and development programs envisioning an Inclusive Ethiopia where persons with disabilities exercise the same rights and have access to the same services and opportunities enjoyed by other citizens.

ECDD is currently implementing a project entitled “Disability Rights for an Increased Voice and Empowerment (DRIVE)” funded by the European Union - Civil Society Fund III, and Light for the World International with the overall objective of improving the quality of life of persons with disabilities through the promotion of disability rights and inclusion. One of the planned activities in this project is physical accessibility modification work 12 institutions (4 Health Centers, 5 Primary Schools, and 3 Polytechnic Colleges) located in Hawassa, Wolaita Sodo, Arbaminch, Cities.

Therefore, ECDD seeks to hire a contract administrator to prepare contract documents for Procurement Stage for 12 Lots (5 Primary Schools, 4 Health Centers, and 3 Polytechnic Colleges) for which the accessibility modification to be conducted in Hawassa of Sidama Region and Wolaita Sodo, and Arbaminch Cities of SNNP Region. The construction projects are detailed in Table 1 below.

OBJECTIVES

  • The main objective of the consultancy service is to prepare Contract Documents based on standard documents published by MINISTRY OF FINANCE and ECONOMIC DEVELOPMENT of Ethiopia to fit for the requirements of projects listed in Table 1.

 SCOPE OF WORK

  • Develop generic and organizational policy compliant TORs and specifications
  • Prepare Contract Document (for Procurement Stage) for 12(twelve) Lots or Institutions (5(five) Primary Schools, 4(four) Health Centers, and 3(three) Polytechnic Colleges) for which the accessibility modification to be conducted in Hawassa of Sidama Region and Wolaita Sodo, and Arbaminch Cities of SNNP Region.
  • The contract document should not be limited to procurement stage but include the Duties and Responsibilities of the basic construction team, Procurement Plan, Procurement Methods and their Application and Contract Agreement.

 SELECTION PROCEDURE AND REQUIREMENTS

  • Selection of consulting firms/individuals will be based on technical competency including but not limited to expertise and experience in the area of conducting physical accessibility audit, architectural design development, understanding of accessibility audit standards, and Contact Administration. 

Job Requirements

Interested firms or individuals are required to submit the following documents:

  • Technical and detailed financial proposal for each target institution
  • A Taxpayer Registration Number (TIN) identification card for individuals, and/or a currently renewed Business License and Registration of Value Added Tax (VAT) Certificate for firms
  • Supporting documents of prior expertise and experience in the area

TIME FRAME

  1. The first draft of the report shall be submitted to ECDD within 10(ten) working days after the signing of the agreement;
  2. The final work shall be delivered to ECDD in hard and soft copies not later than 5(five) working days after receipt of comments on the first draft from ECDD.

MODE OF PAYMENT

  1. First installment of 30% of the total agreed fee upon the signing of the agreement;
  2. Second and final installment of 70% upon submission of the final Contract Documents and when accepted by ECDD.
