ORGANIZATIONAL CONTEXT

This position is located in WFP Ethiopia, Gambella Sub Office. Job holders report to the Administration Associate or the designate and drive light vehicles, trucks, vans, motorcycles or any other type of land transport. They may also be assigned to operate speed boats or other types of watercrafts. The job may involve basic administrative assistance in the office or stores.

JOB PURPOSE

To provide efficient and safe transportation of authorized personnel and/or commodities. 

KEY ACCOUNTABILITIES (not all-inclusive)

  • Provide transportation of authorized personnel including translation of basic conversations from/to the local language, and/or delivery of various items/commodities following authorized routing and UN safety and security rules and regulations to ensure safe and efficient services.
  • Meet official personnel and visitors at the airport or other entry points and provide basic assistance with visa and customs formalities to facilitate smooth and safe entry and arrival to the authorized destinations.
  • Responsible for accurate maintenance of the vehicle log books, and daily reporting to the supervisor on mechanical status, to ensure efficient vehicle use and fuel consumption supporting accurate accounting and cost-efficiency.
  • Responsible that the assigned vehicle is kept clean and in a good condition including all equipment, the maintenance is done on time, the vehicle is fully equipped with required travel authorizations and supplies, and any mechanical issues are reported to the supervisor to ensure safe and efficient services.
  • Follow established rules and regulations for field deliveries and/or in cases of an accident, and report immediately to the supervisor on any apparent problems, to seek for instructions and facilitate informative decisions on the way forward.
  • Outside driving duties, perform basic office-related tasks such as filing, photocopying and maintaining stores when required including delivery/collection of various items, mailing service and payment of office telephone and other bills to ensure administrative support to clients.
  • Shall strictly observe the traffic rules and regulations of the host country. WFP reserves the right to set its own speed limits however, lower speed limits set by the host country will always take precedence.
  • Maintain that the assigned vehicle is always clean and in a good condition, washing and cleaning should be scheduled properly so as not to interfere with the work schedule.
  • Make the Fleet Manager aware if the mileage on the vehicle is getting close to Preventative Maintenance inspection mileage, maintenance schedules will be arranged by the fleet manager.
  • Responsible for the pre-trip and post-trip inspections, completing the documentation and reporting immediately any problems/issues with the vehicle.
  • Be aware of fuel-efficient driving and will not idle the vehicle unnecessarily, overuse air conditioning, and will switch off the vehicle when parked.
  • Drive the vehicle with due care at all times, maintaining the highest level of consideration towards passengers, other road users and pedestrians, and by obeying all national codes, driving regulations and speed limits.
  • Required to drive the vehicle safely, practice defensive driving. Reckless and careless driving could constitute sufficient grounds for termination.
  • In the event he/she has to leave the vehicle unattended for any period, it must be locked and parked in a safe and secure location with the handbrake applied and 1st gear engaged (manual). When parked overnight it must be parked in its allotted WFP parking space.
  • It is the sole responsibility of the WFP Driver to ensure his/her driving license is always valid and has not reached the expiry date.
  • Wear seatbelts and use all safety-related equipment in the proper and prescribed manner. Keep a safe distance from other vehicles on the road.
  • Do not operate the vehicle under the influence of any substance that may impair your ability to operate the vehicle, including, alcohol, drugs, narcotics, and medicines.
  • Fulling and maintenance of WFP vehicles is the responsibility of WFP, without authorization, the Driver should never pay for fuel and maintenance as this will be difficult to reimburse later. Acquaint him/herself with all rules and regulations governing the use of WFP vehicles
  • Do not operate the vehicle knowing that your ability to do so safely has been impaired, affected, or influenced by illness, fatigue, or injury.
  • Refrain from operating handheld radios, mobile cellular phones or other communication devices while the vehicle is in motion, except where necessary as a security requirement.
  • Strictly adhere to any local security instructions.

WFP Driver Response in the Event of a Road Traffic Accident:

  1. Remain at the accident scene until directed otherwise by local authorities unless your personal safety, or the safety of the occupants, is endangered, or where local security protocols determine another course of action.
  2. If there are any persons injured, call for medical aid and take all necessary action to render the accident site safe, including rendering first aid as he/she is qualified.
  3. United Nations vehicles may be used to transport injured persons to medical assistance only under the direct request of medically-trained personnel.
  4. Report the accident as soon as possible to the officer in charge of managing the vehicle fleet and the applicable security official.
  5. WFP Security Officers and Local police authorities must be informed as soon as practically feasible. United Nations security officials are responsible for liaising with the police authorities handling the case.
  6. Gather as much information as possible on the WFP Accident Report (Fleet Safety Tool E.4) as it will assist the United Nations investigation of the incident.
  7. Do not admit any personal liability or any liability on the part of the United Nations.
  8. Perform other duties when required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. Formal drivers training with a valid driver’s license/certification to operate assigned vehicles following local rules and regulations.

Experience: Two or more years of work experience as a Driver, preferably in an international organization, embassy or UN system with a demonstrated safe driving record. Experience in driving a variety of makes and models of vehicles, including vans, trucks and other kinds of motorized vehicles. Experience in defensive driving is desirable.

Knowledge & Skills:

  • Knowledge of driving/boat operating rules and regulations whichever applicable
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals
  • Knowledge of driving rules and regulations, chauffeur protocol and courtesies, local roads/waterways and conditions, and security issues
  • Basic skills to assist in case of emergency, knowledge of first aid basic methods
  • Knowledge and ability to use radio, email, telephone and other applications
  • Ability to assess vehicles for mechanical fitness and skills in minor vehicle repairs
  • Knowledge of safety standards and safety equipment (e.g. fire extinguishers, buoyant wearable safety devices, etc.)
  • Ability to demonstrate a client-oriented approach, high sense of responsibility, courtesy and tact
  • Knowledge of the vehicle loading capacity and other parameters

Language: Fluency in both oral and written communication in English. Knowledge of the local language is an added advantage
