Job Description

The Forum of Federations is an international learning organization, based in Canada, working on federal and devolved governance across the globe (see -- www.forumfed.org). The Forum has been legally established in Ethiopia since 2008 as an international organization registered under the Ministry of Foreign Affairs. The Forum has been an excitingly growing organization that engages in a wide-range of governance policy issues including in federalism, pluralism, inclusiveness, dialogue and leadership, to name a few. Among the several projects we are currently implementing includes a 5-year program on Strengthening Federal Governance and Pluralism in Ethiopia

The Forum works very closely with government institutions (under the leadership of the House of Federation) and non-state actors such as political parties, academics, media professional and business associations, and other civil society organizations. The Forum is seeking a highly enthusiastic and qualified professional Gender Specialist who is keen to work in complex but exciting governance projects.

Duties and Responsibilities:

The main responsibilities of the Gender Specialist include, but not limited to:

  • Provision of advice and support to the Forum’s team and projects as well as partners on gender equality issues to ensure gender mainstreaming in all aspects of programming (design, consultations, implementation, M&E);
  • Support research, analysis and reporting on GE issues in Ethiopia related to governance;
  • Provision of policy advice and facilitation of knowledge building and management on gender issues;
  • Ensuring effective management of the project particularly its gender specific results
  • Ensuring creation of strategic partnerships with government and non-government partners on GE issues 

Employment Type: Full time (1 year with possible extension)

Job Requirements

Required Qualifications and Experience:

The candidate should have the below qualifications and meet the requirements:

  • Graduate or professional degree in gender studies, law, development studies, public policy, public administration, or other related disciplines;
  • Minimum seven (7) years’ experience working on gender issues in Ethiopia, of which three years should be in program management;
  • Experience in governance program management is desirable;
  • Deep knowledge of official GE policies, programs in Ethiopia as well as the actual operating environment for GE in Ethiopia
  • Candidates should have a strong understanding of gender analysis and gender equity (GE) programming, especially related to governance area
  • Demonstrate understanding of GE policies and practices, as well as knowledge of international practices for mainstreaming GE especially in the governance projects
  • Knowledge of M&E dimensions of gender equity an asset
  • Demonstrate English proficiency in writing and speaking
