Duty station: SPIR II WV Zonal Office (Habro Woreda)

Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Environmental Compliance Officer is responsible to provide technical support on environmental safeguards, climate risk management and sustainability of the program interventions (public works-biodiversity protection, natural resource management, construction of capital projects). S/he will perform technical guidance, supervision, monitoring and evaluation of program activities in accordance with standards of the safeguard guidelines and work closely with technical program officers to ensure USAID environmental compliance and GoE environmental & social safeguard. The job holder will follow up proper implementation of environmental conditions stated on IEE and site specific EMMPs.

Major Responsibilities:

Provide Technical support on environmental compliance

  • Ensure program activities are implemented in compliance with USAID environmental procedures and GoE environmental policies,
  • Conduct environmental and social impact screening for program activities using Environmental and Social Management Framework (ESMF) and other safeguard tools
  • Develop and implement site specific Environmental Mitigation and Monitoring Plans (EMMPs)
  • Ensure whether EMMP and Safe User Action Plan (SUAP) are implemented as planned

Coordination and Integration

  • Coordinate with NRM/DRR/CAA officer, WASH officer, PW officer, and government PSNP institutions to ensure all physical structures and construction schemes incorporate environmental mitigation measures identified in the EMMP
  • Work with program staffs to ensure that environmental conditions stated on IEE are properly integrated in program activities annual plan.
  • Coordinate with government counterparts, and other relevant stakeholders for the implementation and monitoring on environmental safeguards

Capacity Building Training

  • Train government & program staffs on safeguarding measures, climate risk management and the specific mitigation strategies in the EMMP.
  • Train commodity staffs on SUAP and integrated pest management (IPM)

Monitoring and on-site follow up and Reporting

  • Conducts initial screening of program activities and define the level of risk on the environment based on EIA.
  • Monitors implementations of the SPIR II program to ensure minimum criteria set for environmental safeguard policy are met.
  • Conduct periodical field visits in coordination with other program officers and M&E team
  • Facilitate the preparation and updating of environmental safeguard lessons/results by the USAID’s requirements.
  • Follow up application of integrated pest management (IPM) at commodity warehouse.
  • Provide technical feedbacks for capital projects and PW activities like Small Scale Irrigation (SSI) and others while on progress to ensure they are being implemented in an environmentally sound way
  • Contributes to Environmental Status Report (ESR) preparation examining a project’s impact on the environment and describing what the organization has done to comply with its EMP

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • 4 years’ experience in environmental safeguard, environmental Sustainability, Biodiversity conservations and management,
  • Experience on USAID projects

Qualification required:

  • Bachelor's or Master's degree in environmental science, soil & water conservation, natural resource management or related fields

Preferred Knowledge and Qualifications:

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.)
  • Good verbal and written communication skills in English
  • Knowledge of GoE environmental policies and USAID environmental regulations
  • Fluent in English

Working Environment / Conditions:

  •  Travel up to 25% of time.
