Job Description

The purpose of the Project Team Leader position is to provide overall leadership, coordination and supervision of developmental interventions and staff in the Woreda. S/he ensures Government and CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the woredas to effectively contribute to the achievement of project results and CARE's strategic objectives to address underlying causes of poverty and food insecurity, and gender inequality. S/he will be responsible for following-up on operational planning, targeting, resource mobilization, gender, community-based action planning, preparedness, early warning. The WTL also establishes and maintains effective working relationships with government and non-government partners working in the Woreda. 

 RESPONSIBILITIES AND TASKS:

Job Responsibility 1: Planning and Implementation of Program Activities (25%)

  • Facilitates and ensures that the plan at Zone/woreda/PA/village level is prepared with full participation of the community and partners;
  • Ensures that planning and implementation of the project activities are in accordance with the program principles, approaches, and procedures of the organization;
  • Ensures targeting for project beneficiaries are made in participatory manner and coordinate implementation of therapeutic feeding program and target supplementary feeding program;
  • Works closely with woreda and zone partners in planning, implementing and monitoring and evaluation of the project activities;
  • Make sure that CMAM supervisors and CMAM nurses have their plans broken down to annual, quarterly and weekly basis and same is done by other staff members;
  • Supports the development of woreda and zone level plan including the activities of health, nutrition and food security projects as being the integral part of the overall woreda and zone plan;
  • Supports and facilitates the woreda plan to include CARE's projects plan and thoroughly understood and be accountable for the overall implementation and monitoring and evaluation of the projects;
  • Ensures that the project activities are implemented according to the technical specification set together with partners and time schedule and also within the limit of the planned budget;
  • Ensures that the project’s capacity building activities are implemented in line with the felt need and demand of the users and address the set objectives;
  • Ensures that gender issues are properly addressed during the process of the project planning and implementation;
  • Ensures that policy learning and advocacy related to women empowerment are incorporated at all levels of the projects’ planning and implementation and from woreda to PA/village level;
  • Conducts performance review and appraisal of the employees under his/her supervision according to the policy of the organization.

Job Responsibility 2: Monitoring and Supervision and Capacity Building (25%)

  • Supports and coordinates needs assessment, at Zone woreda partners, Kebele and village level community institutions, for the capacity building in relation to the projects implementation strategies, methodologies, and activities;
  • Organizes and facilitates joint participatory monitoring programs with the woreda partners and community groups, both technical and management bodies, document lessons and provide feedback to the project office;
  • Facilitates and encourages regular review meeting and project review schedules at woreda level and help the different institutions have its institutionalized commitment;
  • Supports and build the capacity of the front line staffs to have deeper understanding of the different technical areas of the projects, participatory monitoring and evaluation, cross cutting issues and including community empowerment, program approach and right based approach;
  • Conducts regular review meetings with the project staff and record lessons and provide feedback to the participants and to the project;
  • Together with the project staffs and partner’s sets project quality standards and action steps and monitor the performance accordingly;
  • Conducts regular supervision and closely work with the field workers on site;
  • Ensures that the allocated resources including supplementary food are timely mobilized and properly reached to target beneficiaries;
  • Makes sure that all project resources including supplementary food go to the appropriate and needy targeted community members with all the required quantity and quality;
  • Resolve technical problems/and other issues that field workers and partners face with in his/her capacity and if not report to the relevant technical/management staffs for support.
  • Ensure that CMAM supervisors and CMAM nurses are regularly monitoring therapeutic feeding program and supplementary feeding program implementation and the necessary support are provided to the health system including health centers and health posts.
  • supervise and monitor the commodities from the time of its arrival at warehouses until distributed to the intended beneficiaries
  • Supervise and coordinate daily activities of personnel engaged in the receipt, storage and issuance/distribution of food commodities.
  • Carryout warehouse inspections and distribution; monitoring of food distribution and insure that it is carried on as per CARE-Ethiopia policies and procedures;
  • Supervise the overall commodity management at from the time receipt until distributed to the beneficiaries;
  • Asses and ensure that adequate storage facilities are available to receive and manage the commodity allocated.
  • Ensure that the completeness of Master Beneficiary List (MBL) and Payroll Sheet(PS) at all level;
  • Ensure that the Field Office commodity management process is readily available and accessible for external or internal visitors,

Job Responsibility 3: Facilitate Learning and Net Working (25%)

  • Establishes firm and institutionalized working relationship with local officials, community institutions and other stake holders;
  • Prepares regular project progress up dates at woreda level and discuss with representatives of the woreda;
  • Represents CARE at Zone and Woreda level as required;
  • Ensures that organizational core values, policies, procedures and program approaches are clearly understood and adhered to in the daily functioning of the Woreda office and that information to monitor project progress and organizational performance, including M & E data are collected and used for organizational learning, decision making, reporting, and for promoting innovations;

Job Responsibility 4: Reporting (10%)

  • Develops appropriate reporting formats together with the LDM personnel and other relevant technical staffs;
  • Collects monthly and quarterly performance reports from relevant project staffs;
  • Checks and confirm the correctness of the reported activities;
  • Prepare monthly, quarterly and final reports for the project and submit to the Project Manager.

Job responsibility 5: Staff Supervision, Coaching and Team Building: (10%)

  • Supervises all project staff including supervisors and CMAM nurses, give technical and management support;
  • Support the development of high performing teams at the woreda and ensures that appropriate procedures and policies are followed. 

Job Responsibility 6: Perform other duties as assigned (5%).

QUALIFICATIONS (KNOW HOW)

 EDUCATION/TRAINING

Required:

  • BSc Degree in Health science, Nutrition, Nursing, Public Health officer

 EXPERIENCE:

Required:

  • 4 years’ experience in community participatory project implementation or related activities.

TECHNICAL SKILLS

Required:

  • Supervisory skill
  • Computer proficiency
  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, conceptual understanding of participatory approach and sustainable development
  • Good communication and report writing skill
  • Knowledge of local Language
  • Familiarity/training in participatory extension approach

  • Special meetings with Woreda government partners and donor representatives when needed.
