Job Description

Purpose of the Job:

To lead the design of Commission-wide strategy and planning, monitoring and evaluation of on-going programs and projects, lead the EHRC partners engagement, and capturing and organizing institutional learning.

 Main Duties and Responsibilities:

  • Lead the development of EHRC’s strategic plan process and oversee its implementation and adherence by departments and functions after it is approved by the Council of Commissioners.
  • Support the development of sub-strategies in line with the overall strategic plan.
  • Provide guidance on the development of projects and programs across the Commission.
  • Oversee the development of strategies and plans for resource mobilization.
  • Initiate and set goals for partnership development in accordance with the strategic objectives of EHRC.
  • Lead the analysis of donor priorities and maintaining up-to-date donor knowledge and account/donor intelligence process.
  • Provide guidance in designing result-based monitoring and evaluation strategies to monitor performance of projects and programs implemented by thematic functions.
  • Provide technical supervision, guidance, feedback, and support in resolving complex problems to all program and project managers.
  • Provide guidance in creating a system to lead project evaluation, outcome harvesting and impact assessment in collaboration with internal and external stakeholders.
  • Provide guidance in building knowledge management system to collect information about gaps & weaknesses in human rights protection & promotion.
  • Read and approve monitoring and evaluation reports prepared by Coordinators against plan to determine progress.
  • Keep Chief Commissioner informed with detailed and accurate reports on progress and hurdles of partnership agreements, projects and programs implemented by thematic functions of EHRC with recommendations.
  • Ensures up-to-date information regarding substantive matters bearing security issue and risk in the field of human rights and make quick recommendations on actions to be taken.
  • Coordinate with stakeholders, including CSOs, government sectors on matters of human rights policy and strategy.
  • Ensure implementation of programs and projects according to plan and devise and apply change management principles when required.
  • Ensure the Commission delivers timely and quality reports to relevant institutions.
  • Performs related duties as requested by the Deputy Chief Commissioner and Chief Commissioner.  

LOCATION: Head Office

REPORT TO: Director, Program and Partnership

DURATION: Open/indefinite contract

SALARY RANGE: Gross monthly salary of ETB 25,756.00- ETB 30,676.00 plus ETB 8,000.00 housing allowance and ETB 1,900.00 transport allowance, depending on candidates qualification, experience and earning history

Job Requirements

Qualifications and Experience:

  • MA Degree in Human Rights, Law, International Law, Political Science, International Relations or related social science studies or LLB.
  • 8 years of relevant experience for BA and 6 years of relevant experience for MA
  • Knowledge of Amharic and English is required, knowledge of other local languages is advantageous
  • Computer literate
