Position Title: National Consultant – Mapping of Migration Research in Ethiopia

Organizational Context and Scope

Project Context

Currently, IOM in Ethiopia is implementing a counter-trafficking project titled “Assessing Stigma, Improved Response and Evidence Base” (ASPIRE). The objective of the project is to contribute to improved counter-trafficking responses in Ethiopia and Indonesia through a social-norms and stigma-informed approach. Under the project, IOM in Ethiopia is seeking to strengthen the capacity of the research technical working group led by the Ministry of Science and Higher Education under the National Partnership Coalition (NPC) through supporting the group to achieve its strategic objectives and plans.

Today, the theoretical framework of international migration is made up of a fragmented group of theories that have developed several limitations in their field of study, which makes it more difficult to analyse the phenomena at the multidisciplinary level. As a result, the complexity of current migration phenomena, the obstacles in data collection and the limitations in theoretical framework pose challenges for migration studies. Valid, reliable, scientifically driven conceptualizations and arguments on migration are a critical need of the hour – not only for researchers and policymakers, but also for the public whose opinion has a significant role in policymaking. Strengthening the mapping of migration research in Ethiopia and improving accessibility of evidence around social norms and stigma drivers and consequences of trafficking in persons (TiP) through dissemination of research findings is among the main focuses of the ASPIRE project.

Scope of the consultancy

The contracted consultant will be expected to carry out the following activities to deliver on the objectives of the assignment respective to mapping of migration research in Ethiopia.

  1. Prepare an inception report for mapping of migration research in Ethiopia encompassing methodology, workplan, and data collection tools. The workplan shall cover all the tasks below:
  2. Design data collection methodology, guided by the objectives and scope of the consultancy including international guidelines and relevant framework to Map Migration Research in Ethiopia.
  3. Conduct mapping and profile of the available migration research in Ethiopia (identify the key organizations working on migration and development, the existing research activities being undertaken as well as an overview of their key outputs).
  4. Desk review to appraise the existing evidence and analysis on migration research in Ethiopia.
  5. Prepare final report on Migration Research Mapping and validate the findings among key stakeholders and IOM
  6. Based on the mapping and profiling, draw concrete recommendations that would inform IOM to facilitate research dissemination events (which research, for whom and why).

Project Name: “Assessing Stigma, Improved Response and Evidence Base” (ASPIRE)

Payment: all-inclusive lump sum of 7000 USD

Category B Consultants: Tangible and measurable outputs of the work assignment

The mapping of migration research should be finalized within 60 days after signing of the consultancy service agreement. Specific deliverables and timeframes per each deliverable presented as follows. Payment will be effected on three-installment basis.

  1. First deliverable – Inception report inclusive of the methodology for mapping of migration research, workplan, and data collection tools.  First instalment payment (20% of overall contract value) due upon signing of the agreement and submission of validated inception report. Deliverable by email within 7 days after signing the contract.
  2. Second deliverableDraft report on mapping and profile of the available migration research in Ethiopia (what research, for whom and why). Second instalment payment (40% of overall contract value) due after successful submission of the draft report. Deliverable by email within 37 days after signing the contract.
  3. Final deliverable – The final Migration Research Mapping report that has taken into account comments and inputs given by IOM colleagues and acceptable to the IOM. The third and final instalment payment (40% of overall contract value) due after successful completion of the task as validated by IOM. Deliverable within 60 days after signing the contract.

Performance indicators for the evaluation of results

  • Methodology: use both primary and secondary sources, covering both qualitative and quantitative data available in Ethiopia. Using a combination of methodologies to ensure adequate, reliable, and valid data is collected for the mapping exercise.
  • Focus: the key organizations working on migration and development are identified, the existing research activities being undertaken as well as an overview of their key outputs included.
  • Timely: timely delivery of deliverables as indicated in the Terms of Reference.
  • Recommendations: clear, applicable and concrete recommendations drawn that would inform IOM to facilitate research dissemination events (which research, for whom and why).
  • Data protection: Compliance with the IOM Data Protection Principles, IOM Guidelines on Research Report Writing, IOM House Style Manual, and IOM Spelling List

Job Requirements

EDUCATION:

Masters or advanced university degree in Migration, Development Studies, Social Work, Sociology or any other relevant social science disciplines.

EXPERIENCE:

  • Minimum of seven years’ professional experience in research, capacity development or evaluation related to migration management, counter-trafficking, child protection, or community mobilization/engagement.
  • Thorough understanding of migration, human trafficking and community development dynamics in Ethiopia and the wider region is required.
  • Demonstrated experience in working with research teams.
  • Strong writing, analytical and reporting skills in English and Amharic are required
  • Proven ability to establish and maintain strong working relations with relevant government and non-governmental counterparts, international organizations, civil society and private sector entities
  • High level of computer literacy; proficient in MS Office applications
  • Ability to manage time efficiently, effectively handle multiple tasks and competing priorities, as well as meet tight deadlines

The consultant will be responsible for following IOM writing guidelines and the latest glossaries in all given assignments for accurate translation.
