About IOM

The Migration Management Unit (MMU) in the IOM Office in Addis Ababa, Ethiopia works closely with the Government of Ethiopia (GoE) to improve migration management and governance including countering trafficking in persons (TiP) and smuggling of migrants (SoM) and promoting regular labour migration channels as well as the migration-development nexus. In response to the challenges posed by irregular migration, TiP and SoM, MMU implements programs with a focus on migrant protection and assistance including assisted voluntary return and reintegration (AVRR), voluntary humanitarian return (VHR), counter-trafficking (CT), humanitarian assistance to migrants in situations of vulnerability. To promote better migration governance and to foster the developmental potential of migration, MMU also works on technical cooperation and capacity building of government and non-government stakeholders with migration management mandates, labour migration and human development (LHD), and immigration and border management (IBM). The diversity of its programming makes it crucial for MMU to ensure the mainstreaming of crosscutting issues such as migrant protection and the adoption of a right-based approach throughout the project cycle.

IOM has established Migration Response Centers (MRCs) in several regions of Ethiopia to provide direct and urgent assistance to those migrants in need. The MRCs also work closely with the Ethiopian Government and build up the response capacity of partners in those MRCs locations to protect migrants in mixed migration contexts and to strengthen mechanisms to identify and refer migrants in need of specialized services.

Core Functions / Responsibilities:

Under the overall supervision of the Program Coordinator (Migration Management) and the direct supervision of the Program Manager (Migrant Protection), the incumbent will support the Migration Management Unit in implementing MRC initiatives. He/she will:

  1. Oversee systematic application of participatory, community, rights based, child-focused and gender responsive protection approaches across the MRCs and the MMU.
  2. Responsible for compiling and sharing good practices, opportunities, identify shortfalls in delivery in the field of migrants’ protection and assistance and suggest corrective measures to inform future interventions.
  3. Participate in planning, coordination, implementation and monitoring of migrant protection and assistance projects in close collaboration with monitoring and evaluation (M&E) teams.
  4. Ensure proper collection, analysis, and presentation of all MRC weekly, monthly, quarterly, and yearly reports.
  5. Organize meetings, workshops and training sessions for colleagues and partners.
  6. Oversee activities related to the implementation of the National Referral Mechanism (NRM) for victims of trafficking and other vulnerable populations
  7. Respond to complex information requests and inquiries;
  8. Supervise proper archiving of relevant documents in accordance with IOM’s data protection policy.
  9. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project.
  10. Supervise and monitor work of implementing partners, develop and maintain stakeholder database for all MRC service providers and referral actors and report any non-compliance to the supervisor.
  11. Ensure timely provision of inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.
  12. Perform such other duties as may be assigned.

Job Requirements

Required Qualifications and Experience

Education

Maters or bachelor’s degree in development studies, sociology, social work, law, or other social sciences from an accredited academic institution.

Experience

  • A minimum of seven years of relevant professional work experience for Bachelor of Art holders in migrant protection areas including provision of direct assistance or services to populations such as migrants, refugees, beneficiaries of social safety programs.
  • Experience with project management approaches
  • Proven ability to establish and maintain strong working relations with relevant Government and Civil Society/Community-based Organizations, Non-Governmental counterparts, and international organizations.
  • Familiarity with project monitoring and reporting
  • Strong analytical skills (qualitative and quantitative) are an asset
  • Ability to work independently according to established structures and guidelines, including administrative/ financial requirements and maintain coordination with colleagues and supervisor(s)
  • Ability to work effectively and harmoniously in a team and with colleagues from varied cultures and professional backgrounds

Skills

  • Good knowledge of migrant protection and assistance
  • Familiarity with project development, administration and evaluation concepts and procedures.
  • Good level of computer literacy, with proficiency in MS Windows / MS Office applications.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.
  • Practical experience of how-to multi-task, prioritize and work independently.
  • Demonstrated ability to maintain confidentiality is mandatory.
  • Strong analytical and reporting skills.
  • Good communication and negotiation skill.
  • Experience working in international organizations.

Languages

  • Fluency in English is required.     
  • Working knowledge of other local languages is an advantage
