Duty station: SPIR II World Vision Zonal Office (Habro woreda)

Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The purpose of the SPIR II WASH (Hygiene and Sanitation) Officer is to provide technical and professional support in the target woredas and kebeles in the area of hygiene and sanitation for the SPIR II project. S/he also works with and provides technical support and guidance to community WASH committees (WASHCOs). The WASH Officer is also responsible to document and share good practices within the organization, stakeholders and its partners. Furthermore, the position holder will assist in refining the implementation of all components of the project related to hygiene and sanitation in the target communities. The WASH Officer will work closely with other program staff to ensure program quality and impact in line with the goals and objectives of the program.

Major Responsibilities:

  • Implement SPIR II WASH works such as market based sanitation, strengthening WASH system and service delivery models, Baby WASH interventions at the assigned woreda
  • Facilitate improved management and operations of village WASHCOs
  • Facilitate increased access to environmental sanitation and hygiene products and services
  • Coordinate and support hygiene and sanitation promotion works
  • Promote increased awareness of improved sanitation and hygiene practices through DBC approach
  • Establish a strong collaboration and coordination functions with key government offices and institutions at zonal and woreda levels, and support their capacity for routine water quality testing at all potable water points (including those constructed by SPIR II).
  • In coordination with the Environment Officers ensure that all environmental safeguards and mitigation strategies are employed in compliance with government and USAID standards and requirements for all SPIR II supported water point construction
  • Train community WASH promoters and HEWs on hygiene promotion and behavior change practices
  • Train HDs, WASH promoters, and mothers on water quality management
  • Support government partners to establish and strengthen community and government networks in hygiene and sanitation (WASHCOs, etc.) at woreda and kebele levels.
  • Develop and employ quality assurance monitoring processes and tools (e.g. QIVC) to identify areas of underperformance or capacity gaps, and target support or specific methods for improving staff understanding or capacity.
  • Work with WASH team members, particularly with the construction supervisor and other key staff, to properly link hygiene and sanitation intervention with the hardware and other crosscutting issues.
  • Organize sanitation campaigns and regular promotion programs with the aim of creating awareness in the community to reduce health problems due to poor sanitation and hygiene.
  • Work with MEL team and government staffs in undertaking of project monitoring, baseline survey, progress reviews, impact assessment and final evaluation.
  • Lead the review, synthesis and write-up of WASH activity results for quarterly and annual reports for the implementing partner
  • Participate in annual and periodic planning works of WASH at Regional level by representing the implementing partner
  • Work with program MEL person and government higher level staff in undertaking of project monitoring, baseline survey, progress reviews, impact assessment and final evaluation.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • 5 years of relevant experience in the area of hygiene and sanitation in rural areas. NGO experience would be an additional advantage.
  • Technical Training on WASH Systems Strengthening is desirable
  • Demonstrated technical capacity in the WASH field in rural Ethiopia, with an established reputation for contributions in relevant woreda/Zonal forums (woreda NGO forum, woreda food security task force technical committee and others).
  • Experience in ensuring data quality -project record keeping and data collection (electronic or paper based) of key project performance indicators or operations research   
  • Strong interpersonal, networking, facilitation skills
  • Excellent analytical, oral and written communication skills.

Qualification required:

  • BSC in Environmental Health Science, Hygiene and/or Sanitation or equivalent combination of education and work experience.

Preferred Knowledge and Qualifications:

  • Knowledge of community-based WASH interventions including Community-Led Total Sanitation and Hygiene, private sector operations and maintenance solutions
  • Ability to communicate and write clearly in English and local language of the operation area (Amharic and Afan Oromo) is preferable

Working Environment / Conditions:

  • Frequent travel for co-facilitation, monitoring or supportive supervision of WASH activities.
