Number of Position: Three

Duty station: SPIR II World Vision Woreda Office (Daro Lebu, Habro or Boke woreda)

Strengthen PSNP Institutions and Resilience II (SPIR II) is a 5-year USAID/BHA funded Resilience Food Security Activity (RFSA) led by World Vision and including consortium partners CARE, ORDA and IFPRI. World Vision and its partners will create a strong, shock responsive ecosystem of public, private, and community level actors to support PSNP households to graduate from poverty and sustain income and food security gains in 17 targeted woredas in Amhara and Oromia regions. Building from key formative and research studies during an initial refinement period, SPIR II will use continuous learning to drive program level reflection, analysis, and adaptation.

Purpose of the position:

The SPIR II Health and Nutrition Officer will act as the key technical person supporting the implementation and accomplishment of all Health and Nutrition activities in SPIR II in the intervention woredas. The position holder will also be responsible for capacity-building of field staff and government partners using relevant tools and technical approach. He/ She will work closely with SPIR II field team, Woreda food security task force Woreda health office and other Nutrition platforms/committees/clubs. He /She ensure all activities related to health and nutrition are implemented in a coordinated and integrated manner.

Major Responsibilities:

  • Develop annual work plan and ensure allocation of appropriate budget for the effective implementation
  • Facilitate the implementation of Health and nutrition intervention to timely implementation of activities and proper utilization of budget.
  • Conduct censes / registration of all SPIR-II health and nutrition program Target/benefices in your respective woreda before starting the implementation 
  • Coordinate with the other project staff to ensure the implementation of beneficiary level integration within the project (such as poultry provision/ livelihood transfer if any considering PLW and children under two years)
  • Organize and conduct different zonal/woreda meetings, workshops experience sharing visit, coordination meeting bi-annual review meetings and others
  • Ensure that all requirements of the SPIR-II health and nutrition intervention were met according to the detailed implementation plan and H&N Implementation manual.
  • Facilitate the supply and administration of logistical needs for the implementation of  Health & Nutrition intervention
  • Conduct periodic training need /capacity gaps assessments of both program participant and delivery points to identify capacity building needs
  • Coordinate and conduct capacity building activities and ensure the quality of the trainings at all level (such as Health centers, Health post and at community level)
  • Facilitate cascaded training and capacity building activities to woreda health office experts, health center staff, HEWs, front line workers and community volunteers 
  • Conduct periodic capacity building needs assessment for Community Health Facilitators (CHFs) and conduct need based capacity building activities 
  • Provide consistent technical support, onsite support, and close follow-up to WHO, Health center, CHFs and HEWs
  • Conducts joint supportive supervision with woreda and kebele staff on the activities of community health and nutrition agents
  • Conduct partners mapping in your respective worked and identify any overlapping intervention or kebele and collaborate to working together for complementary and synergy 
  • Actively Participate in zonal/ Woreda food security task force Technical working group/ committee and provide technical support 
  • Form /strength woreda NNP coordination forum and ensure regular national Nutrition program (NNP) & FSTF coordination between sectors 
  • Create and maintain close working relationship and collaboration with partners responsible for Health and Nutrition interventions in your respective zone and woredas.
  • Working closely with PSNP-5 implementers to strengthen public work activities and make sure nutrition BCC is mainstreamed.
  • Conduct periodic QIVC for CHF on their facilitation skills on SBCC interventions and encourage CHF for their area of strength and provide feedback on their improvement areas 
  • Support quality assurance and regular monitoring processes to identify areas of improvement or capacity gaps, for targeted technical support using QIVC
  • Work closely with consortium team and MEL team, to track key performance indicators and share to respective manager or technical team for targeted action 
  • Conduct regular onsite support, field monitoring visit and supportive supervision to HEWs and CHFs
  • Work closely with MEL team and facilitate timely data collection (paper based or electronic) and ensure data quality (completeness, consistency ….) and share to MEL team or technical team
  •  Compiling & timely submit  high quality quarter / annual progress and performance report on health and nutrition intervention
  • Participate in program monitoring and evaluation events conducted or initiated by SPIR II team or learning partner 
  • Analyze woreda based SPIR-II health and nutrition data and extract evidence and share in review meeting to support informed decision by respective woreda offices (SPIR field mangers & Woreda food security task force members (FSTFM) and woreda health office)
  • Documentation of best practices and share to respective technical team for review 

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  •  A minimum of 5 years working experience in Health and Nutrition programs in a rural development context, 3 years of which were at officer level in NGO setting preferred in USAID projects
  • Demonstrated technical capacity in the health and nutrition field in rural Ethiopia, with an established reputation for contributions in relevant woreda/Zonal forums (woreda NGO forum, woreda food security task force technical committee and others).
  • Experience in ensuring data quality -project record keeping and data collection (electronic or paper based) of key project performance indicators or operations research   
  • Strong interpersonal, networking, facilitation skills, accountability and strong courage
  • Excellent analytical, oral and written communication skills.

Qualification required:

  • Health and Nutrition professional with an advanced (BSc.) degree in Public Health, Nutrition or related field.

Preferred Knowledge and Qualifications:

  • Knowledge of community-based health interventions including Timed and Targeted Counseling, Community based Participatory Nutrition Promotion, Care Groups, dialogue-based counseling techniques to address nutrition during the 1000 window and positive deviance approach to improve complementary feeding are strongly preferred. Excellent report writing skill
  • Ability to communicate and write clearly in English and local language of the operation area (Amharic and Afan Oromo) is preferable

Working Environment / Conditions:

  • Frequent travel for co-facilitation, monitoring or supportive supervision of Health and Nutrition activities at PSNP kebeles within assigned woreda.
