Job Description

Purpose of the position:

The World Vision Ethiopia’s Tigray Regional Response office, based in Mekelle is seeking a qualified and highly motivated Programs Assistant to support the Programs Department. The Programs Assistant will provide critical support and linkages between the Programs and Operations departments in the Tigray Response, and will require intensive coordination and effective communication across all departments of the response.

Major Responsibilities:

Grants Acquisition and Proposal Design

  • In coordination with the Programs and Operations departments, track acquisition opportunities and carry out pre-project preparation activities to ensure smooth and timely start-up after donor approval. This includes but is not limited to job descriptions, procurement planning, financial tracking documents, and signature of agreements.
  • Support Programs Officers, alongside Support Offices, on the facilitation of grant design, start-up, closeout workshop for grant project staff and support function staff members for each critical grant.
  • Support Programs team with proactively engaging with donors regarding prepositioning for opportunities.

Grants Management and Reporting

  • Support and coordinate handover of grants to Operations department.
  • Support Programs Officers on writing and submission of monthly, annual and end-of- (donor) project narrative reports, newsletters, situational reports and other reports, in particular tracking and communicating deadlines to relevant departments.
  • Alongside Programs department, collaborate with Operations department on regular meetings to identify health of projects, troubleshoot and identify solutions

Quality Assurance, Accountability and Information Management

  • Support, maintain and improve response information management system to meet response needs and ensure all data management policies and protocols are adhered to.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • 1-3 years’ experience in an emergency response setting, humanitarian and/or development programming.
  • Ability to maintain performance expectations in stressful, fast-paced environments and physical hardship conditions with limited resources.

Qualification required:

  • Bachelor’s degree in Social Sciences, International Development, International Relations or related field. (Required)
  • Further complementary professional qualifications in MEAL, Information Management, etc if applicable.

Preferred Knowledge and Qualifications

  • Willingness and excitement to learn and grow in the program management/programs sector
  • Experience in large scale humanitarian emergencies
  • Understanding of project design and project management cycle
  • Ability to work in and contribute to team building environment
  • Knowledge of procurement and/or human resources processes
  • Strong ability to remain organized in fast-paced and demanding work environments
  • Familiarity with the workings of major donors, such as the UN, USAID, ECHO etc.
  • Understanding of SPHERE relief standards, as well as the Red Cross and NGO Code of Conduct
  • Knowledge of WV’s field operations, either in the relief or development context
  • Excellent written and verbal communication skills
  • Ability to manage work life and work without supervision

Working Environment / Conditions:

 Office based with travel to the field

 Travel: Up to 25% travel.
