Job Description

INTRODUCTION

The Bale Eco-Region (BER) is located in South-eastern Ethiopia which covers West Arsi and Bale Zones of Oromia Regional State and has an area of 22,000 km2. The eco-region constitutes 16 woredas. It is recognized globally as a biodiversity hotspot which encompasses the 2nd largest moist Montana forest in the country and provides critical ecosystem goods and services to highland and lowland communities. The Bale Mountains National Park (BMNP), located at its heart, is considered a regional ‘water tower’ that provides year-round water to up to 12 million people. This globally important ecosystem, however, is under increasing threat from a growing human population. Deforestation and forest degradation coupled with the impacts of climate change are impacting the ecosystem as well as increasing the vulnerability of communities that depend on the BER’s.

 Against this backdrop, five partner CSOs namely Farm Africa (leading), SOS Sahel Ethiopia, International Water Management Institute (IWMI), Frankfurt Zoological Society (FZS) and the Population Health and Environment Ethiopia Consortium (PHEEC) supported by the European Union’s SHARE (Supporting Horn of Africa Resilience) Ethiopia Program had implemented a project entitled “Conservation of Biodiversity and Ecosystems Functions and Improved Well-being of Highland and Lowland Communities within the Bale Eco region” for nearly four years.

 The overall objective of the project was to enhance drought resilience, food and nutrition security of vulnerable populations in South Eastern Ethiopia. The project’s specific objective is to conserve biodiversity, ecosystems functions and services in BER and increase resilience and well-being of highland/lowland communities. The project aims to test the benefits of adopting a participatory, multi-sector and integrated approach. The project intervention wordas for the SHARE BER Phase I Project were Dinsho, Harenabuluk, Dollomena, Goba, Medawelabu, Berbere and Adaba. The primary beneficiaries of the project are the ~878,000 people living locally. In addition, around 12 million people residing in the downstream areas at both national and international level indirectly benefit from the program.

 So as to deepen and scale out the SHARE BER I Project best practices and lessons, the five organizations have got an additional funding from EU for five years. The SHARE BER Phase II Project entitled “SCALING OUT INTEGRATED AND MULTI-SECTORAL APPROACH: SHARE BER PHASE II PROJECT” has been designed to deepen and scale out best practices in 32 kebeles located in 16 woredas of the Bale Eco-region. 

This TOR is therefore developed so as to look for the services of competent media in documenting and broadcasting SHARE BER II Project best practices and experiences to our wider stakeholders. The program includes both in Amharic and Afan Oromo languages. 

Objectives of the assignment:

The general objective of this assignment is to promote and share experiences and best practices of SHARE BER II Project to wider stakeholders and the society in Ethiopia. The documentation and production of program will be done from the sampled sites of 32 kebeles in 16 woredas of Bale and West Arsi zones of Oromia Regional State.

 This assignment has the following specific objectives:

  • To interview significant samples of beneficiaries from target kebeles, government staff of all levels (woreda, zone, region and federal levels), partners CSO representatives, and staff and head of the five implementing organizations;
  • Produce programs about project development actions, recorded best practices, results and overall experiences of SHARE BER II Project and broadcast through radio and TV channels; and
  • To Broadcast programs on best practices and overall approaches on the SHARE Bale Eco-region project interventions in 120 minutes through TV in Amharic and 60 minutes in in afan Oromo and 16 radio programs (8 programs each in Afan Orom0and Amharic) for 20 minutes each.
