Purpose of the position:

The Institutional Strengthening and Social Accountability (ISSA) Advisor will assume strategic leadership and coordination responsibility of the thematic areas to be implemented across projects and regions in close collaboration of PSNP5 stakeholders and also coordinate and guide the integration of ISSA into various thematic areas (Ag and Livelihood, Health and Nutrition, Livelihood, gender and youth). S/he will also ensure timely and accurate dissemination and exchange of learning reports to external and internal stakeholders and partners. ISSA advisor will lead training and capacity-building for PSNP 5 implementing institutions at all levels to enable them achieve food security and simultaneously to protect livelihood assets. The job holder will develop or revise and adapt training curricula and strategies related to PSNP5 institutions capacity building.

Major Responsibilities:

·        Network and liaise with ISSA staff among other RFSA or HRA partners to exchange ideas, learning and implementation experience and coordinate ongoing learning and program adaptation activities.

·        Provide technical support for IS&SA interventions across thematic sectors, including training partner staffs

·        Develop or revise and adapt training curricula and strategies related to PSNP5 institutions capacity building.

·        Support training and capacity-building for PSNP 5 implementing institutions at all levels to enable them achieve food security and simultaneously to protect livelihood assets

·        Lead validation of ISSA analysis and results with SPIR II staff and stakeholders and facilitate the development of action plans to ensure the integration, efficiency and effectiveness of the program

·        Provide direct technical supervision to ISSA regional coordinators and officers in the Zones and Woredas of SPIR II operations

·        Provide guidance to SPIR II partners where lessons are of strategic importance e.g. for program effectiveness, scale up, new adaptation or updating technical guidance.

·        Coordinate learning reviews and workshops for SPIR II program

·        Promote best practices and generate learning, produce publications and disseminate success stories and support documentations to foster organizational learning

·        Ensure systematic communication of project activities, success and challenges among consortium members and ensure alignment of program strategy to PSNP5 policies and priorities

·        Oversee the integration of ISSA across all purposes in collaboration with Technical Leads, national and regional stakeholders

·        Ensure strong coordination and ISSA information sharing between SPIR II consortium partners through various processes and platforms (e.g. Quarterly Technical Working Group meeting).

·        In collaboration with consortium partners, participate actively in in sector forums and platforms with government partners, donors and partners meeting, feeding information down to implementing partners

·        Create conducive environment and opportunities for collaboration, partnerships to realize institutionalization of SA tools

·        Actively lead annual planning and budget development of SPIR II

·        Regular monitor and develop and employ quality assurance monitoring processes and tools (e.g. QIVC) to identify areas of underperformance or capacity gaps, and target support or specific methods for improving staff understanding or capacity.

·        Accurate reporting of quarterly and annual achievements including progress against targets as initially set in the annual work plan.


Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • A minimum of 8 years working experience in Institutional Strengthening and/or Social Accountability programs in a rural development context, three of which were at a supervisory or technical advisor level.
  • In-depth understanding of food security, poverty and institutional as well as social economic factors in the proposed areas
  • PSNP-related work experience, preferably with a USAID or other donor-supported program.
  • Experience in, social accountability, community empowerment, advocacy and National and grass root level systems strengthening preferred
  • Proven experience in multi-sectoral programs (Ag/Nutrition) with strong capacity building programming preferred
  • Experience as a trainer and demonstrated success in knowledge transfer.

Qualification required:

  • Master's or Bachelor's Degree in Agriculture, Social Sciences, Community Development, or other relevant field.

Preferred Knowledge and Qualifications:

  • Demonstrated analytic capacity and ability to write high quality reports
  • Demonstrated capacity to lead the collection, analysis and utilization of information from a broad range of sources in order to ensure effective integration of gender and youth concerns throughout the project's duration
  • Excellent partnership, communication and advocacy skills and the ability to interact effectively with donors, collaborating agencies, local and government partners
  • Ability to foster commitment and build capacity among project staff and stakeholders actors to gender integration and empowerment
  • Excellent organization and planning skills and ability to resolve problems constructively
  • Understanding of current best practices and innovations in PSNP5 programming
  • Computer literate, with strong knowledge of MS Office applications,
  • Flexibility, persistence, and ability to work well in a multi-sectoral team
  • Knowledge of USAID and USG grant regulations and procedures strongly preferred
  • Excellent written and oral communication skills.  

Working Environment / Conditions:

 Office based with travel to the field

 Travel: 25% Domestic travel is required
