Purpose of the position:
The SPIR II NRM/DRR/CCA Advisor will lead the process of testing, adapting and refining appropriate community-based, sustainable NRM/DRR/CCA programming models in the SPIR II implementation context. She/he will provide technical leadership and support for the development or adaptation of guidelines, training materials and modules and their associated roll-out and cascaded training. The SPIR II NRM/DRR/CCA Advisor will provide close supervision and monitoring of all NRM/DRR/CCA implementation with a view to support ongoing quality improvement processes. She/he will also network and collaborate closely with Government stakeholders, other NRM/DRR/CCA program implementers both in Ethiopia and globally.
Major Responsibilities:
- Lead and facilitate learning processes which include studies during the R&I period, testing new program components, and ongoing learning to refine NRM, DRR or CCA program models or strategies.
- Network and liaise with NRM/DRR/CCA staff in other RFSA or HRA partners, other implementers, and government partners to exchange ideas, learning and implementation experience and coordinate ongoing learning and program adaptation activities.
- Incorporate key learning results in NRM/DRR/CCA program refinement both during the R&I period and as a part of the annual planning/budgeting process.
- Develop and/or adapt NRM/DRR/CCA program model guidelines based on learning and experience from previous programming and/or R&I period studies or pilots.
- Train and facilitate cascaded training for NRM/DRR/CCA program staff at Regional, Zonal/Woreda and Kebele levels.
- Orient and facilitate cascaded training and capacity building for GoE (i.e. Ministry of Agriculture and Natural Resources at Federal, Regional and Woreda level) counterparts at different administrative levels.
- Support Regional NRM/DRR/CCA staff to consistently provide high quality technical support and follow-up to the officers at the zonal level and Woreda level.
- Conduct periodic review and/or targeted training events based on assessed needs.
- Ensure strong coordination and NRM/DRR/CCA information sharing between SPIR II consortium partners through various processes and platforms (e.g. Quarterly Technical Working Group meeting).
- Participate in coordination and/or joint-planning meetings with other RFSAs and with other bilateral and international development agencies working in the NRM, DRR or CCA sectors in SPIR II operational areas.
- Establish a strong collaboration and coordination functions with key government offices and institutions at national, regional, zonal and woreda levels.
- Develop and employ quality assurance monitoring processes and tools (e.g. QIVC) to identify areas of underperformance or capacity gaps, and target support or specific methods for improving staff understanding or capacity.
- Use a systems thinking approach to assess overall team functioning and inter-sectoral linkages, and identify areas for improved efficiency in coordination, communication, implementation, etc.
- Together with the support of the MEL team, identify and track key performance indicators and raise areas of underperformance to the appropriate manager or team, and recognize and highlight high performance as a part of routine staff or team recognition events.
- Identify and network with other relevant NRM/DRR/CCA learning or research platforms to exchange ideas and learning from SPIR II research and experience.
- Document and share key NRM/DRR/CCA learning with other RFSAs, Ethiopia-based researchers and other stakeholders.
- Lead the review, synthesis and write-up of NRM/DRR/CCA activity results for quarterly and annual reports.
Job Requirements
Qualifications: Education/Knowledge/Technical Skills and Experience
Required Professional Experience:
- A minimum of 8 years working experience in NRM, DRR, and CCA programs in a rural development context, three of which were at a supervisory or technical advisor level.
- Demonstrated technical leader in the NRM/DRR/CCA fields in Ethiopia, with an established reputation for contributions in relevant forums, networks, and among USAID and its partners
- Strong interpersonal, networking and facilitation skills
- Excellent analytical, oral and written communication skills
Qualification required:
NRM/DRR/CCA professional with an advanced (Master's) degree in Natural and Environment sciences, Disaster Risk Management, and/or Economics.
Preferred Knowledge and Qualifications:
- Knowledge of community-based NRM/DRR/CCA interventions and strategies including soil and water conservation methods, micro-dosing of fertilizer, integration of multi-purpose tree species, and other climate smart agriculture techniques are all strongly preferred.
Working Environment / Conditions:
Office based with travel to the field
Travel: 25% Domestic travel is required
