Policy Research on Women’s and Girls’ Access to Justice in Ethiopia

With a Special Focus on Constitutional Adjudication

The Forum of Federations (FOF) is an international learning organization, based in Canada, working on federal and devolved governance across the globe. The Forum has been legally established in Ethiopia since 2008 as an international organization. Currently, the Forum is implementing a 5-year project, Strengthening Federal Governance and Pluralism in Ethiopia, funded by Global Affairs Canada (GAC) and implemented with various Ethiopian partners led by the House of Federation. The Project addresses weaknesses in Ethiopia's federal governance with the outcome of a strengthened and more responsive federal system for Ethiopian men and women.

This call is for a qualified consultant to conduct a Policy Research on Women’s and girls’ Access to Justice in Ethiopia with a Special Focus on Constitutional Adjudication

Objective and Scope of the Assignment

The research will explore the main research questions: what are information access challenges women face at different levels with respect to access to justice with a special focus on constitutional adjudication? And what are the ways information access barriers affect women’s and girls’ access to the CCI/HOF processes? While focusing on the three-dimensional barriers identified in a preliminary assessment (social, legal, institutional), an initial list among the range of issues to be investigated includes the following: 

• Legal and policy gaps
• Personal barriers from gender based violence to socio-economic status
• Socio-cultural barriers including the gender dynamics
• Implementation of policies and laws
• Institutional dimensions at CCI and HoF level
• Institutional precursors (schools, media, social institutions, etc.)
• Particular challenges facing certain groups of women and girls 

Job Requirements

All interested applicants should meet the following requirements

• Relevant professional or post-graduate qualifications in law, gender studies , governance, human rights
• Demonstrated experience in design and conducting research for public policy purposes
• High level of knowledge of gender equality issues and dynamics in Ethiopia
• Knowledge and understanding on the Ethiopian constitution and the Ethiopian legal system in general and constitutional adjudication in particular
• Exposure to access to justice issues in Ethiopia and women and girls’ access to justice issues in Ethiopia is a major asset
• Sound knowledge and applications of feminist research principles is desirable
