Job Description

Purpose of the position:

The Senior Operations Manager will have overall responsibility for managing and coordinating all project activities implementation and staffs technical oversight. He/She is responsible for technical leadership and administrative oversight of the grant project and will closely work with the Chief of Party. Strengthen communication and partnership protocol between partners, donor, and other stakeholders.

Major Responsibilities:

  • Provide managerial and technical leadership oversight for Water4Life+ project surface and ground water design, planning and implementation at districts/project areas and ensures integration and sustainability of the water projects
  • Ensure proper leadership and management in the Project for water works drilling and electromechanical work with strict adherence to World Vision personnel, financial and other applicable policies, strategy, guidelines, principles and core values of WV.
  • Ensure the implementations of all project activities of the grant project are in compliance with their plan, requirements, standards, work schedule, budget and quality to ensure proper accountability to donors, government and the benefiting community
  • Ensure proper utilization and integration of resources through close follow up with Finance staffs and Project Managers, including compliance with WV and CIFF policies and procedures for grant management, sound financial monitoring, control and management.
  • Ensure proper water projects assessment, design, implementation, monitoring and evaluation processes are employed in the grant project in consultation with water and civil works manager.
  • Coordinate the learning, documentation, sharing and scaling up of promising practices; define and regularly update project related learning priorities and lead design of the capacity building and learning opportunities of the project staffs.
  • Engage in and ensure that appropriate human resource performance monitoring mechanisms with proper coaching and mentoring are practiced to enhance smooth staff relations and accountability.
  • Promote major cross cutting themes including environment, gender, protection, disability, peace building and Christian commitment.

Job Requirements

Qualifications: Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

  • MSc or BSc Degree in Water Resource Engineering, Civil Engineering, Sanitary Engineering, Hydraulics Engineering and other related fields
  • Experience on WASH Program Management, designing of big water supply systems, contract administration and construction supervision
  • Experience on electrification and solar system design, plan and implementation

Qualification required:

  • Experience: 12 yrs for M.Sc and 14yrs for B.Sc with minimum of 6 years on WASH programs leadership experience in an international NGO or similar organization.
  • Preferred Knowledge and Qualifications:
  • Basic computer knowledge (word, Excel) and advanced knowledge of current up-to-date design software such as AUTOCAD, WATER CAD. Special training on design, Construction Supervision and Contract Administration. Effective in written and verbal communication in English

Working Environment / Conditions:

Office-base with occasional travel to the filed.
