Job organizational context:

VISION transactions in Ethiopia Country Office represent a high volume of expenditures related to cash assistance, program supplies, and program-related services from the overall Country Office expenditures. These have a direct and significant impact on the rate of UNICEF program implementation in the country and managing partner relationships. Therefore, there is a need for focused and efficient processing of transactions towards achieving program implementation. Apart from improving the efficiency of VISION transactions, the position as a HUB team serves as a resource pool to support and strengthen the VISION system, Direct Cash Transfer management, and HACT assurance activities.

How can you make a difference?

The purpose for the job:

Join our team to work in close collaboration with a range of staff in the Country Office, external partners, and agency counterparts in support of cash transfers to implementing partners, DCT monitoring, assurance activities, and capacity development of staff, and Implementing Partners in the area of HACT implementation. Provide regular feedback on the status of cash transfers, fund commitments, DCT monitoring, and assurance findings through monitoring milestones and advice on improvements to keep activities on track.

Summary of key functions/accountabilities:

  • Supervise and carry out quality assurance of HACT transactions ensuring all supporting documentation and relevant information provided for processing transactions in VISION in compliance with UNICEF rules and procedures, keeping supervisor informed and advised on actions for decision and/or follow up.
  • Carry out transactions in VISION using the correct t-codes, and ensuring program results, activities and program coding are as per annual work plans (AWPs), and maintaining accuracy and timeliness in line with established benchmarks.
  • Help conduct regular spot checks of partners projects to assess their financial record-keeping, expenditure controls, and reporting systems.
  • Liaise with program sections and field offices to resolve issues on fund allocation, fund commitments, outstanding DCTs, and other issues, to support the timely processing of transactions.
  • Contribute to the analysis and preparation of periodic reports, project documents by providing statistical information, preparing tables, and drafting relatively routine sections as required.
  • Support in researching, compiling and analyzing qualitative and quantitative data and information from a variety of sources on subject matters relevant to facilitate program delivery as well as preparation of reports, working papers, and presentations. 
  • Prepare to monitor and reporting information for supervisor and team on agreed performance indicators to drive more efficient management and accountability for results.
  • Ensure record maintenance and monitoring of transactions and contribute to periodic review and strengthening of SOPs for transactions. Support orientation of new staff members and refresher sessions to ensure quality submission of the different categories of service requests to the HUB. Liaise with other VISION users on the resolution of common incidents/issues and track and monitor the incident throughout its lifecycle, including verification and closure.
  • Prepare periodic or ad-hoc reports relating to the country office and support in optimizing the use of program funds.

Support capacity development activities related to HACT & program development by preparing training materials and participating in exercises.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization.
  • A minimum of 7 [Seven] years of relevant professional experience with both national and international work experience in administrative or clerical work experience is required.
  • Prior experience in program support functions is an asset.
  • Relevant experience in a UN system agency or organization is considered an asset.
  • Developing country work experience and/or familiarity with emergencies is considered an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset
