Ethiopian Human Rights Commission (EHRC) is looking for qualified candidates to fill the following position.
Purpose of the Job:
Design, coordinate and conduct research, advocacy and campaign to enhance the promotion and protection of civil and political rights in Ethiopia. This will be a full-time consultancy position.
Main Duties and Responsibilities:
- Undertake required scoping paper and background research for national inquiry into respect for the rights of persons deprived of their liberty with a special focus on children in conflict with the law;
- Develop a comprehensive implementation plan and dissemination strategy for a national inquiry on civil and political rights;
- Undertake extensive research to identify systemic civil and political rights issues, with special focus on the rights of pre-trial detainees, including children in conflict with the law, to be investigated under national inquiries;
- Prepare terms of reference for planned national inquiries in consultation with relevant NGOs and others representing, or advocating on behalf of, affected individuals;
- Serve as rapporteur for public inquiries, draft reports and recommendations and follow up their implementation;
- Conduct public education and awareness campaign towards the promotion and protection of rights in the criminal justice system;
- Contribute towards the preparation of scoping studies on other civil and political rights to identify campaign and advocacy priorities, protection needs as well as regional focus of activities in the area of civil and political rights;
- Contribute towards the formulation and execution of legislative and policy initiatives regarding civil and political rights;
- Conduct research and policy analysis to formulate policy statements and advocacy briefs for the promotion and protection of the civil and political rights;
- Participate in investigation of cases of human rights violations involving civil and political issues as needed;
- Promote and support nationwide and regional movements to advocate and campaign for the promotion and protection of civil and political rights, including the ratification and implementation of relevant international and regional human rights instruments;
- Conduct and follow up on advocacy initiatives to ensure implementation of recommendations, general comments and concluding observations of international and regional human rights bodies’ at the national level;
- Support in the development of capacity of EHRC’s staff, CSOs and other stakeholders working on civil and political rights;
- Keep the Director informed with regular detailed and accurate reports on progress and challenges in advocating and campaigning for the promotion and protection of children and civil and political rights conducted by the Team; and
- Perform additional tasks assigned by the Director.
LOCATION : Head Office, with frequent travel to regions
REPORT TO : Director, Civil and Political Rights
DURATION : One year contract
SALARY RANGE : Gross monthly salary of ETB 23,335- ETB 27,792 plus 20% of salary as benefit, depending on candidates qualification, experience and earning history
Job Requirements
Qualifications and Experience:
- MA in Human Rights Law, LL.M in Human Rights, LLM in International Law, LLM in Law (Public Law relevant to Human Rights). Candidates with Bachelor of Laws (LL.B) but with exceptional experience can be considered.
- 5 years of relevant experience with MA including experience in management of resources.
- Prior experience of working on EU projects is a plus.
- Computer literate.
- Excellent communication, presentation, report writing and analytical skills.
- Knowledge of Amharic and English is required. Knowledge of other local languages is advantageous.
