Ethiopian Human Rights Commission (EHRC) is looking for qualified candidates to fill the following position.

Purpose of the Job:

Coordinate, design and conduct the day-to-day monitoring activities and stakeholder engagement related to the promotion and protection of civil and political rights. This will be a full-time consultancy position.    

 Main Duties and Responsibilities:

  • Design and coordinate the development of specific monitoring systems for civil and political rights, including an appropriate strategy, procedure, guidelines, checklist, questionnaire and other appropriate tools;
  • Lead the development of system, guideline, checklist specifically tailored to the monitoring on the implementation of civil and political rights, with special focus on access to justice;
  • Design and coordinate the implementation of monitoring and stakeholder engagement plan on civil and political rights, with special focus on access to justice;
  • Collaborate with stakeholders to design mechanisms to enhance access to justice for victims of human rights violations in the criminal justice system, including through increasing coordination of legal aid and assistance provided for criminal cases by university legal aid clinics, NGOs and One-Stop Centres;
  • Facilitate and maintain stakeholder engagement to promote civil and political rights, through consultations with CSOs, human rights defenders and other relevant stakeholders;
  • Design and conduct monitoring missions on the implementation of civil and political rights, with specific focus on access to justice through close cooperation with relevant stakeholders, human rights actors and the community with the aim at promoting and protecting their human rights or seeking remedial actions by relevant authorities to prevent similar violations from occurring in the future;
  • Contribute to and/or draft various human rights reports, communications, briefing notes, statement or other products;
  • Conduct quality control and follow up on the implementation of recommendations, general comments and concluding observations forwarded by relevant international and regional human rights bodies, by EHRC; and deliver statistics and trend reports as required;
  • Collaborate with team members and establish and maintain contacts with technical staff of government and non-governmental institutions, civil society organizations, UN agencies, private sector, development partners and other partners focusing on monitoring of civil and political rights; 
  • Collaborate with international and regional human rights system in general and more specifically in relation to civil and political rights to follow up on recommendations and regular reporting on the human rights situation to relevant international and regional human rights treaty bodies;
  • Assist in conducting capacity-building activities on relevant human rights and in developing and implementing training programs
  • Participate in monitoring of places of detention and prisons, and public service institutions as needed;
  • Collaborate and participate in discussion forums set in institutions and organizations, including other NHRIs for joint programming, sharing of experience and promising practices, regarding civil and political rights;
  • Keep the Director informed with regular detailed and accurate reports on progress and hurdles of monitoring works conducted by the Team; and  
  • Perform additional tasks assigned by the Director.  

LOCATION : Head Office, with frequent travel to regions

REPORT TO : Director, Civil and Political Rights

DURATION : One year contract

SALARY RANGE : Gross monthly salary of ETB 23,335- ETB 27,792 plus 20% of salary as benefit, depending on candidates qualification, experience and earning history

Job Requirements

Qualifications and Experience:

  • MA in Human Rights Law, LL.M in Human Rights, LLM in International Law, LLM in Law (Public Law relevant to Human Rights). Candidates with Bachelor of Laws (LL.B) but with exceptional experience can be considered.
  • 5 years of relevant experience with MA including experience in management of resources.
  • Computer literate.
  • Prior experience of working on EU projects is a plus
  • Excellent communication, presentation, report writing and analytical skills
  • Knowledge of Amharic and English is required. Knowledge of other local languages is advantageous
