Internal/External Vacancy Announcement

ORGANIZATIONAL DESCRIPTION

The Ethiopian Medical Association (EMA) is one of the first professional associations in Ethiopia and was stablished on July 2, 1962 G.C with 100 founding members through a formal charter granted to it by the then Emperor Haile Selassie I. EMA is member of World Medical Association since 1994 G.C.

EMA’s head office is based in Addis Ababa and has a presence in five regions represented by its ten regional branch offices (Gondar, Mekelle, Bahir Dar, Dessie, Jimma, Adama, Debre Markos Harare, Hawassa and Arba Minch). EMA has been operational for over 59 years on promoting quality of medical service in Ethiopia and evidence-based medicine through publishing the Ethiopian Medical Journal (EMJ). The mission of the association is to: Ensure that the community gets quality health service and care; Promote the highest standards in medical education, science, art and practice and Ensure the rights and benefits of medical professionals (doctors) and act as their voice.

EMA is implementing the USAID funded Health Workforce improvement program (HWIP) program to provide support in addressing critical human resources challenges in Ethiopia’s health sector. HWIP works with various partners including the Ministry of Health and Ministry of Science and Higher Education at national and sub-national levels, higher education institutes that provide health care education, and professional associations to improve the quality of Ethiopia’s health workforce. In addition to providing technical assistance to optimize Ethiopia’s health workforce, the program seeks to reduce gender disparities, addressing gender challenges during health workforce development and management, working with gender offices in higher education institutes to provide appropriate technical and financial incentives to overcome gender barriers. The Jphiego led project with a consortium of EMA, Ethiopian nurses association, Ethiopian Association of anesthetics, and Ethiopian Midwives association, as local partners and MSH and AMERF is working on delivering structural interventions to ensure that gains are sustainable and Ethiopia’s health workforce will be available, accessible and capable of delivering quality health care services that meet the Government of Ethiopia’s goal of providing universal health care to all citizens. As a result of these interventions, Ethiopia’s health workforce will be better qualified, better managed and more motivated to provide effective health care services to all segments of the Ethiopian population.

Thus, the association would like to invite experienced and competent candidates for the following listed vacant post:

JOB SUMMARY

The project manager will provide comprehensive support and is expected to maintain excellent relationship with partners and stakeholder and particularly works closely with EMA regional offices, MOH, MOSHE, HERQA, Medical schools, Networks/working groups, advisory committees, Societies and professional association both within the country and out of the country. The project manager is responsible for supporting improvement of quality of pre-service medical education, national system for health workforce, regulation strengthened, Ensure accountability and responsibility in health care (Medical Ethics, Malpractice and Medico legal Issues) and serves as the key technical personnel of EMA in leading, managing and facilitating core activities related to medical education, CPD , health workforce regulations as stated in the strategic plan of the association. Closely works with and provides technical support to the EMA’s medical education, CPD and other standing committees and panel of experts.

The Project Manager reports to the Program Development & Management Manager and receives additional instruction from the Executive Director, is responsible for coordinating Project activities and closely works with partners. S/he manages and guides the project staffs in implementing the day to day activities of projects as planned. The Project Manager applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to the programmed and specifically to project issues. He/she maintains collaborative relationships with all project and non-project staff at EMA.

Major Duties and Responsibilities

Leadership 

  • Lead the implementation of work plans and interventions in the HWIP Project, coordinating inputs from technical experts from within EMA as well as from other implementing partners. Make adjustments to strategies based on lessons learned from the early project implementation;
  • Supervise and provide regular support, guidance and mentoring, build capacity and skills of EMA technical and program staffs, different advisory committees, membership networks and regional offices to ensure organizational leadership and sustainability of project implementation capacity of the association   
  • Model a proactive, problem-solving attitude which encourages teamwork and fosters high motivation and enthusiasm with colleagues;

Program Management & Implementation

  • Develop project technical work plans, budgets and regular activity work plans and ensures that deliverables and milestones are met in a timely fashion;
  • Prepares annual, quarterly and monthly technical activity and budget reports, ensures donor compliances are met 
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts;
  • Continuously organizes activity reports inline to the project work plan, submits to program unit for review and submits to donors and respected government organizations with the knowledge of the Executive Director, and ensures that activities in the plan are rightly contributing to the attainment of the project goal.
  • Reports any problem concerning the development of the project to EMA’s office and proposes any necessary change of the activities and new initiatives;

Duty Station: Addis Ababa with frequent travel to regional branches

Position Grade: VIII

Job Requirements

Education and Qualification

  • MPH/MSC/MD or BSc in Health related fields.
  • 8/10 years relevant experience in health programs and familiarity with the Ethiopian health sector transformation plan, Ethiopian Higher education experience, out of which at least 4 years of managerial or supervisory positions is mandatory. In addition, experience in International NGO environment, working in donor-based systems, Extensive knowledge and experience in proposal writing, managing partnership.
  • Proven experience in project management or coordination with donors, FMOH & RHBs.
  • Female applicants are encouraged

  • Strong computer application skills

Required Skills & Abilities:    

  • Ability to work in a complex and demanding environment with multiple tasks, short deadlines and intense pressure to perform
  • Effective communication in English and Amharic (written and oral) with strong presentation and writing skills
  • Project management, supervisory and people management skill is highly desirable
  • Special certificates in project management, education and related is a plus
  • Having demonstrable knowledge and experience of managing grants of multiple funding organizations
  • Establish and maintain effective working relationships with staff and partners, and flexible
  • Computer Literacy (Word, Excel, power point and plus)

Language

  • Fluency in spoken and written English.
