Job Description

Contract Type  : Definite Period 

Job Purpose : 

To provide effective logistics support to Somali program with close support from area transport

and logistics officer. The post holder will be responsible for warehousing, procurement, asset and fuel/transport functions under close support from area transport & logistics officer by ensuring these standards are complying with Concern worldwide logistics & transport policies and procedures.

Main Duties & Responsibilities;

Functional & responsibilities

Warehousing and asset management

  • Ensure good inventory/warehouse management systems are in place and adhered with Concern’s and donors’ warehouse/inventory management standards, policies comply and procedures.
  • Supervises and support main store and nutrition site sub-store storekeepers
  • Collect weekly/monthly stock report from each nutrition sites and reconcile the report against stock records and physical count.
  • Ensure all essential store documents are adequately in placed in all stores
  • Maintain good stock records systems and make sure all relevant information are shown on the stock and bin cards as per Concern and donor’s guideline
  • Regularly check office’s fixed asset and update asset inventory list regularly
  • Coach and guide sub storekeepers as necessary and provide training on stock management
  • Facilitate payment for daily labors and ensure they are paid timely in accordance to the local rate fulfilling the required paper works

Procurement

  • In the absence of area transport and logistics officer, facilitate local purchases in line with Concern procurement and finance policy and procedures.
  • When necessary preform pity cash purchase
  • Ensure all procurement records (softy and hard copy) are timely updated and maintained so as to promote openness and transparency at all times.

Transport

  • In the absence of area transport and logistics officer, manage the days to day transport activities ,and ensure resources like vehicles and motorbikes are used for Concern’s purpose only
  • Ensure fuel refilling for vehicles and generator complies with the standard procedure and ensure all necessary documentation are completed.
  • Ensure drivers complete their logbook timely and correctly
  • Maintain office vehicles and generator service tracker and ensure vehicles and generators are serviced timely as per concern standards
  • Ensure offices vehicles insurance and annual inspection certificates are renewed timely
  • Ensure drivers and vehicles users are adhere with Concern’s transport policy and procedures

Reporting

  • In the absence of area transport and logistics officer, prepare weekly and monthly transport reports e.g. stock report, transport report, fuel utilization report and procurement status report and security incident reports
  • Represent the department as a focal person in the absence of area transport and logistics officer
  • Work closely with sites program team and produce weekly stock report and reconcile against programs distribution list report.

  • work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;
  • work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behaviour is disseminated among program participants and communities.

Job Requirements

Person Specifications;

  • Level 2 certification or Diploma from TVT or vocational college purchasing and supply management, accounting or other related field.
  • Minimum 2 years experience in the capacity of assistant or officer level with similar INGOs or UN agencies
  • Demonstrated experience working in the areas of procurement, stock and transport management at junior level
  • Ability to work independently
  • Able to use basic computer applications (EXCEL and word)
  • Good communication skill
  • Ability to multi-task
