Introduction v

The Environment Forest and Climate Change Commission (FCC) in partnership with UNDP has been implementing a project entitled "CCA Growth: Implementing Climate Resilient and Green Economy plans in highland areas in Ethiopia through the GEF support.

The objective of this project is to mainstream climate risk considerations into federal, regional, and Woreda-level planning processes so that local communities across the Ethiopian highlands are more resilient to climate change.

The project is being implemented by the EFCCC of the Federal Democratic Republic of Ethiopia, in partnership with UNDP. The project is being implemented in 8 project sites namely at Dessie City Administration and Dewa Chef Woredas of the Amhara Region, at Yaya Gullele and Sebeta Hawas Woredas of the Oromia Region, at Arba Minch Zuria Woreda of The SNNP Region, at Hawassa City administration of Sidama Region as well as Tahtay Koraro and Atsbi Wenberta Woredas of the Tigray Region. The project has Project Management Unit (PMU) based at EFCCC at the Federal level and Woreda level Project site offices in each of the above-stated Woredas.

As part of the project staff the project is seeking to hire i) a Project Monitoring and Evaluation (M&E) Specialist and ii) Project Finance and Administration Assistant (PFAA), who will be based within the PMU and with regular field travel to project sites. Bo the M&E and PFAA will report to the National Project Manager at PMU located at the Ministry of Environment and Forest

Job Title: Monitoring and Evaluation ( M&E) Officer

Under the overall guidance and direct supervision of the Highland Climate Change Adaptation (CCA) project Manager, the M&E Officer will be responsible for monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic goals and objectives and that its activities result in the achievement of its intended outputs in a cost-effective and timely manner. The M&E Officer will be assisting the CCA Project Manager in monitoring day to day operation of the project regularly and preparing Quarterly/Annual reports on project progress, developing and maintaining the PMIS of the Project, and will be responsible for the collection & analysis of different data concerning the project activities. The Monitoring and Evaluation Officer Works in close collaboration with CCA project site offices both in the Rural and Urban component of the project, the EFCCC staff and operations clusters, Government officials, private sector, non-government, and civil society organizations.

2.1. Specific Duties and Responsibilities

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Establish and manage a performance monitoring framework to define bi-annual targets for the project to meet the targets defined in the project document by the end of the implementation phase.
  •  Regularly measure the indicators once per year to evaluate the progress of the project in meeting the targets and the application of gender-disaggregated indicators.
  •  Develop detailed annual monitoring plans for the project at PMU and the 8 project sites
  •  Develop participatory monitoring tools for use at the community level to produce quality reports, quantitative and qualitative data, photos, charts, maps, presentations.
  • Design data collection and reporting protocols linked to project outcome indicators;
  • Develop and strengthen monitoring, inspection, and evaluation procedures;
  • Develop database system and keep all project-related records/data
  • Monitor all project activities, expenditures, and progress towards achieving the project output;
  • Recommend further improvement of the logical framework;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of the project's results;
  • Provide feedback to the CCA Project Manager on project strategies and activities;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Produce monthly, quarterly, half-yearly, and annual progress reports on all project activities and submit to the CCA Project Manager;
  • Conduct capacity assessment on existing monitoring and evaluation system of the project site offices ;
  • Provide inputs, information, and statistics for quarterly, annual, and other
  • reports to the Project Management Team;
  • Participate in annual project reviews and planning workshops and assist the CCA Project Manager in preparing relevant reports;
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS;
  • Assist the project personnel with M&E tools and in supporting them in their use.
  • Perform other duties as required;

Qualifications and Experience

  • Education: University Degree preferably in Economics, Agricultural Economics, Development Study, Environmental science, Natural resources management;
  •  Experience: At least 4 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NG0s/UN bodies/ Government;
  • Experience in designing tools and strategies for data collection, analysis, and production of reports;
  • Proven ICT skills, especially in the development and use of MIS software using database software
  • Expertise in analyzing data using statistical software;

Language Requirements: 

  • Fluency in written and spoken Amharic and English

 Salary:

  • ETB 15,000 (Fifteen Thousand Bin)
