Job Description

  • Prepare and maintain accounts and records of the financial flow in line with set guidelines and FM manual.
  • Follow-up adherence to program financial management guidelines at regional and Woreda levels.
  • Maintain cashbook for Productive Safety Net Program special Birr and foreign currency accounts & prepare monthly stabs report.
  • Close the books and accounts of Productive Safety Net Program at MoA level using all records and transactions recorded in both Government reporting formats and on financial reporting formats prepared and used for the project.
  • Prepare disbursement letter to transfer funds to Regions based on the fund allocation in the approved annual work plan.
  • Prepare letter and release funds for internal and external procurements and closely follow up on the procured items delivered in warehouses.
  • Follow-up to ensure that disbursed fluids am transferred to both regions and woredas on time. 
  • Facilitate the coordination and timely submission of quarterly and annual financial reports to MoF.
  • Check all the reports for validation and consistency based on the checklist provided and on the rules and regulations stipulated in the Channel One Project Implementation Manual:
  • Prepare monthly, quarterly, and yearly consolidated financial reports from all involved stakeholders and prepare slants report, explanation,s or notes to the accounts
  • Prepare consolidated financial reports and bank reconciliation statements,
  • Ensure the application of rules and regulations on the financial manual.
  • Follow-up the annual budget utilization of all involved regions.
  • Follow-up and monitor, through regular field visits to regions, to ensure the appropriate use of funds by implementing agencies and give technical assistance (on-the-job training) to regional BoAs/FSCD. Giving particular attention to emerging regions.
  • Closely work with the different Directorate of the Ministry to update financial information and know the status of physical implementation progress. 
  • Collect quarterly and annual financial and physical reports from implementing agencies and use the information for preparing explanations for the ILER.
  • Prepare and send applications to MoF for withdrawal or documentation to the World Bank and other donors for replenishment.
  • Provide annual financial statements of Productive Safety Net Program to external auditors and or ASC and assist the audit process by providing source documents and adequate explanation to questions to be raised by the auditors.
  • Review the audit findings and recommendations and act upon them.
  • Prepare an action plan to extemal and interim audit comments, distribute the action plan to regions. Collect the regional response and send it to development partners after consultation with the directorate.
  • Coordinate finance-related training program in close consultation with all Directorates involved.
  • Participate in FM Task Force meeting to explain the status of financial management issues.
  • Prepare a response to Development Partners query by consulting all Directorates responsible for Productive Safety Net financial management
  • Perform other duties as instructed by his immediate boss.

II Specific Qualities Required

  • Experiences and knowledge in Government Financial Administration
  • Knowledge of Financial Administration of World Bank (Donor) financed Projects.
  • Adequate and proven knowledge of Financial Data and Report analysis.
  • Experience in the usage of Accounting Software
  • Knowledge and experience on IFMIS is mandator),
  • Willingness to participate in extensive field visits.
  • Proven knowledge and experience in report writing in English. (Good knowledge of the English Language).
