Job Description

The Senior Procurement Specialist will be a core member of the ACEWM project staff, operating under the supervision of the Project Manager and in close collaboration with other members of the ACEWM. She/he will be responsible for the design and implementation of ACEWM’s procurement as well as other activities.

Main Tasks and Responsibilities

  • Ensure full compliance of procurement activities with World Bank and the Government of the Federal Democratic Republic of Ethiopia’s rules, regulations, policies and strategies; elaboration of the effective internal control, proper design and functioning of a client-oriented procurement management system
  • Ensure timely and proper preparation of procurement plans for the office and projects, establishment of the deadlines and monitoring of their implementation
  • Be responsible for reviewing and handling the commercial, financial and legal aspects of ACEWM procurement at all stages of the project cycle, in consultation with the university’s and World Bank procurement to project teams on the procedures governing international and national competitive

Procurement.

  • Play a leadership and advisory role to clients and colleagues in handling complex procurement tasks and issues
  • Participate as a member of ACEWM teams in the development of new projects, project design, review of the procurement plans and prior reviews bidding/request for proposal, bid/technical evaluation reports and contract documents during implementation and post review of contracts
  • Prepare and monitor procurement work program and budget allocation for the ACEWM team
  • Closely work with members of the CNCS procurement team,
  • Develop effective working relationship with internal and external clients.
  • Implement contract strategy in the project funding tendering processes and evaluation, contractor appraisal, evaluations and negotiation of offers, management of the contract and contractor, legal considerations and payment conditions, risk assessment
  • Assist the Project Manager to coordinate procurement under the project
  • Maintaining project procurement audits according to project requirements
  • Prepares a range of procurement-related documents and reports.
  • Management of procurement contracts
  • Manage the implementation of the procurement processes monitoring system and mechanisms to eliminate deficiencies in procurement
  • Ensures facilitation of knowledge building and knowledge sharing in the project
  • Provides guidance and training to procurement staff and procurement evaluation committee
  • Periodic inspection of properties and reporting on condition
  • Maintaining accurate property records with manual and automate systems
  • Prepare semi-annual and annual reports with other team
  • Undertake any other work/task that is assigned by the project manager or Director

Job Requirement

  • A Master’s or Bachelor's Degree in Procurement and Supply Management, Management, Accounting, Economics, Commerce and /or Marketing Management Fields
  • At least 6 years for BA and 4 years for MA work experience in managing procurement works at senior level.
  • From the above mentioned experience at least 3 years’ experience in World Bank financed Project for BA and 2 years for MA will be Mandatory.
  • Demonstrable understanding of the World Bank procurement procedure, principle and practice
  • Sound understanding of procurement methodologies to be applied for goods , works and Consultancy services procurement
  • Ability to identify complex procurement issues and respond and handle accordingly
  • Excellent IT including knowledge of excel and word processing
  • Ability to build effective working relations with clients and project staff
