About the Country Program in Ethiopia

Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Europaid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, and others.

Summary of position

This post aims to strengthen the Food Security, cash-based programming, and DRR programs throughout the country, providing technical support and capacity building to programs and assisting in the development of national food security and DRR strategy. This post works closely with both the FSL head of the department and Program Managers at the field level.

The Deputy FSL Head of Department Deputy FSL-HOD role’s purpose, engagement, and delivery are:

Purpose

  • The deputy FSL-HOD will closely work with FSL HOD, for program implementation follow-up on different bases of the mission. Provide technical and programmatic guidance to the program managers in the planning, and effective implementation of the projects including a budget, project monitoring, and evaluation.

Engagement

Internal      

  • FSL HoD: direct line manager – technical support – exchange of information
  • Program Director: exchange of information in absence of HOD, direct line manager Roving Cash and Voucher Officer
  • Closely working relationship with functional departments Heads at AAH

External

  • National and local governmental and non-governmental partners: exchange of information, coordination, training, supervision, influence on the choice of technical options
  • Local relevant sectoral authorities: exchange of information, coordination, influence on the choice of technical options
  • Local representatives of international aid organizations: exchange of information

Delivery

  • The deputy FSL HOD will organize project execution consistent with program objectives engaging counterparts and building a reputation for quality design and reliable delivery in line with donor rules, regulations, and standards.

Essential job duties

Assist the FSL HoD with program coordination and reporting

  • Collecting and correcting the weekly and monthly program reports coming from field and drafting national level reports.
  • Enabling the coordinator to have a global analysis and to report to the donors especially in the area of DRR, Early warning Information, and Climate Change Adaptation.
  • Assist the FSL-HOD, to develop and institute tools to monitor Cash, DRR, and Food Security activities;
  • Work with program managers and Field Coordinators at field level to prepare first draft interim, intermediate, and final program reports of the department
  • Acting for the FSL-HOD in coordination with the other agencies intervening in the Food Security and EWS and DRM areas.
  • Supporting Action Against Hunger emergency needs assessment and response activities at field level.
  • Formally report and inform Senior Management of the ground situation for timely and comprehensive decision-making. 

Provide technical support to the field programs:

  • The identification of needs and demands for support from field Program Managers /PMs;
  • The development and implementation of support measures offered to the PM and the nutrition and health team(s)
  • Ensure that program protocols are being implemented and respected
  • Ensure that program targets and objectives are being met per proposal guidelines
  • Draft reports on visits, including actions taken and recommendations

Establish training and skills development for Action Against Hunger team 

  • Consulting with the PM to determine the training needs of their teams (in coordination with the FSL-HOD)
  • Proposing training plans and assisting PMs in developing necessary tools to carry out training
  • Ensuring that the PM is capable of independently continuing and monitoring the technical level and training needs of teams
  • Creating standard training tools to be used in the future for other similar programs in the country or in the case that new PMs are recruited
  • Make recommendations to the FSL-HOD for ongoing technical support to PMs

Assume activities in absence of the FSL-HOD

  • Representing Action Against Hunger with external stakeholders as requested by FSL HOD.
  • Acting as the direct supervisor for PMs in the absence of the field coordinator and the FSL-HOD
  • Ensuring that program quality is maintained, reporting deadlines and reporting quality are met

Supervisory Responsibilities

  • Direct Management: Roving cash and voucher officer

Fiscal Responsibility

Support program managers in Budget follow up regularly and follow the utilization of allocated budget in a timely manner to ensure accurate and effective use of funds in compliance with Action Against Hunger and donor regulations.

Physical Demands

  • While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

Working Conditions, Travel, and Environment 

  • The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high-security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases. 

Job Requirements

Required Qualifications and Professional Experience

Master’s or Bachelor Degree in Relevant field (Disaster Risk Management, Food Security, Development Studies and others), with a minimum of five years of experience in emergency response, project implementation, and designing. Experience with international NGOs working environment.

Required Skills & Competencies

  • Computer literate
  • Excellent knowledge of English ( written and spoken); report writing skill and ability to respect deadlines
  • Willing to share information and communicate transparently; and capacity to develop and maintain team spirit; proven NGO related; and capacity to analyze humanitarian context. 
  • Management experience, previously working in wider emergency assessment and response programmers including food security, wash, and nutrition. Knowledge of or familiarity with the standard of SPHERE, hard-working team player. Ability to perform under stress, innovation, analytical skills, ability to capitalize upon experience. Highly developed relationship building, negotiating, and verbal and written communication skills.
