Purpose of the position:
The M&E specialist is responsible for designing, implementing monitoring, and evaluation (M&E) system for complex and integrated development and food security interventions. He is responsible for delivering intensive M&E work, provide tangible M&E coordination and M&E capacity-building activities across all implementing partners, improve the M&E system, and enhance the implementation of quantitative and qualitative approaches or methods as well as innovations in data collection, analysis, and use by stakeholders. The post holder is also required to ensure data quality and optimize data utilization and lead the processes of internal data quality assessments, implementation quality monitorings, and related assessments, and provide support to the conduct of external Data Quality Assessments (DQAs). S/he should extend effective support to the SPIR implementing partners for the smooth implementation of key M&E functions including ICT based/e-M&E systems of SPIR/DFSA such as SPIR MIS (management information system) and mobile-based data collection (MDC) or, coordination and management of the SPIR M&E/MIS, data analysis, and its visualization
Major Responsibilities:
- Extend adequate support to ORDA, CARE, and WVE M&E teams to effectively enroll and implement Project planning and M&E systems
- Work closely with MEAL Manager, GIS, and MIS specialist to operationalize an effective MIS system, enable the smooth flow and management of the data and its visualization,
- Provide intensive support, coaching, and mentoring for capacity building of ORDA, CARE, and WVE M&E staff in particular who are lagging behind in terms of conceptual clarity and technical strength
- Assist in designing and implementing routine, process, and outcome monitoring process/system applying both quantitative and qualitative approaches
- Assist regional M&E team to collect required routine monitoring data, ensure data quality assurance and conduct surveys; data analysis and interpretations for various reporting and programmatic requirements,
- Support IPs in the use of Project Indicator Performance Tracking Tables (IPTT), Performance Indicators Reference Sheet (PIRS), Log frames, Theory of change and Annual Results Reports Guidance, and data collection and indicator counting methods for reporting purposes,
- Document and share critical findings with the regional teams and purpose, technical team members, on a regular basis,
- Based on M&E/MIS findings work closely with technical and regional teams to analyze and review data to get better insight and resolve issues in a quicker manner
- Systematically select variables, areas, and process for internal data quality assessments (DQA) in consultation with MEL Manager
- In a regular fashion conduct systematic internal data quality assessment to meet the donor DQA requirements following guidance and share key findings;
- Ensure that all implementing partners follow the PIRS and other guidance
- Coordinate with partners M&E staff for data quality and data accuracy following the guidelines within the line of authority
- Sample monitoring of FDP, VESA, FFBS, and food ration recipients and the progress of other institutional performance indicators,
- Follow-up/ assess sample and census survey and PM&E sessions to ensure proper use of M&E tools and assist the regional team in improving perfection
- Conduct systematic desk review and field validation/ ground truth and contribute to improving data quality and consistent coherent data management flow
- Assist MIS and GIS specialists to operationalize an ICT-based e-M&E and automated (real-time/ sync) management information system that could ensure data quality across all data quality dimensions. Conduct DQA
Job Requirements
- 7 years in DME work and NGOs experience is preferred as DME coordinator.
- BA/BSc Degree in Economics, Statistics, Social sciences, Development Studies, and related fields
- Very good knowledge of diverse M&E approaches, practices, and tools; analysis and use of M&E data,
- Good understanding of integrated rural development and food security and transformational development,
- Understanding of World Vision’s development programs
- Excellent presentation, communication, writing, networking, and partnering skills.
- Highly skilled in data analysis using computer packages like Epi-info, SPSS, STATA, MS-Word, MS-Access, MS-Excel
- Participatory program design and M&E and management,
- A strong aptitude for organizational change, innovation, learning, team building
- Strong attention to detail and accuracy, excellent problem-solving skills, flexibility, and ability to work independently
