Job Title: Regional Director-SNNP/Sidama

Duty Station: Hawassa

Line Manager:  Regional Program support and CB Director

Job Summary

Under the supervision of Director of RPSD, the Regional Director plan, coordinate and supervise the implementation of all the Regional office activities. S/He also plan, coordinate and engages the regional office staffs to provide support to the RHB. S/He will assist in ensuring ongoing program monitoring, and development and submission of periodic reports as per annual plan.

 Major Duties and Responsibilities

  • Lead the regional team to support the regional health bureau in planning, organizing, coordinating and monitoring of HIV program supportive supervision (SS) and review meeting (RM) to ensure quality HIV prevention, care and treatment services in the region
  • Support regional health bureau in the development and revision of strategic plan, annual operational plans and woreda based planning ensuring all HIV program related activities are incorporated
  • Support regional health bureau in the development and revision of HIV program coordination SOPs, guides, and tools to standardize regional program implementation
  • Support regional health bureau in the distribution of national HIV program related guidelines, SOPs, provider support tools and client education materials to all SNUs and catchment facilities
  • Participate in regional health bureau steering committee or technical working group meeting as needed and identify challenges and develop action items for implementation
  • Provide technical support to RHB in development of HIV service quality assessment indicator , assessment tools and SOPs and setting of bench mark for implementation of QI projects
  • Support regional health bureau in the development and revision of clinical system mentorship and catchment area meeting SOPs, documentation and reporting tools, and mapping of catchment facilities
  • Support RHB in building capacity for HIV program ownership & continuous quality improvement (CQI) for sustained achievements of UNAIDS 95-95-95 goals
  • Support regional health bureau in the development of IPC operational plans ensuring all Infection prevention and control program related activities are implemented, monitored and reported
  • Support regional health bureau in the development of Cervical cancer screening and management program operational plans ensuring all Cervical cancer screening and management program related activities are implemented, monitored and reported
  • Support RHB in building capacity for HIV program data quality, collection, analysis and use at all level of the structure
  • Work with RRL lab advisor to ensure quality lab management implementation and on the improvement of health facilities included in SLIPTA program as per the accreditation plan
  • In consultation with regional program implementation unit and finance and administration department, support the regional health bureau in appropriate financial management and preparation of continuation application and work plan as per COP plan
  • Support regional health bureau in HR recruitment, timely implementation of procurements and implementation of trainings as per the plan
  • Actively participate in implementation of institutional capacity building and transitioning of site level responsibilities are well documented.

Job Requirements

Required qualification and experience

  • MD or BSC in Nursing or Public Health with MPH
  • Related work experience on HIV/AIDS care and treatment at least for 5 years, including program management
  • Experience in development of national documents related to HIV/AIDS Programs
  • Ability to establish and maintain excellent work relationship with strong interpersonal communication skills
  • Proficiency in written and spoken English
