ABOUT THE POSITON:
The Roving Senior HR Officer is responsible for the overall human resource management functions: personnel administration, recruitment and selection, compensation and incentive management, development of a positive work climate employee performance evaluation, staff training and development and occupational health and safety.
The Roving Senior HR Officer is expected to work in close collaboration with Program and Support staff at the Head/Field Offices. S/he will be expected to have a functional support and administrative role to Admin and HR focal persons at the field office level in guiding, directing, capacitating, and following up on performance and delivery of the required output together with the line Managers. The primary focus for the Senior Roving Human Resource Officer will be to support all field offices in HR Department to improve the organizational performance within the people function among other human resources functions.
Key Areas of Accountability/Duties
Policy/Advisory/Management:
- Maintain a thorough knowledge and understanding of human resources policies and ensuring compliance and consistent application.
- Provide timely advice and briefings to staff on new policy developments, ensuring correct and consistent application through training, monitoring and appropriate follow up action.
- Periodically assist line managers in writing or modifying job descriptions in accordance with program needs.
- Advise on disciplinary related matters in accordance with established labor law and GOLA Ethiopia disciplinary policies and procedures.
Recruitment and people planning
- In the absence of a field HR personnel, support hiring managers in recruitment process as outlined in GOAL Ethiopia recruitment policies and procedures; provide support in interviews and ensuring proper documentation is consolidated and shared with HR Manager.
- Ensure that staff receive a proper briefing on HR, Code of Conduct, Conflict of Interest when and where needed. The result is that they fully understand what is expected of them individually and collectively and what they benefit from.
- Work with line managers to identify needs for recruitments or replacements and come up with a planning and action plan for each
Health & Safety/Employee well-being
- Proactively respond to and manage performance counselling, employee grievances and disciplinary issues as required, with a focus on building manager competency and ensuring compliance in terms of practice and documentation
- Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labor law regulations and requirements
- Contribute to the identification, launching and technical assistance on staff well-being initiatives. Make sure that they are diverse enough and match the staff needs
- Ensure oversight and consistency in how well-being is implemented across GOAL Ethiopia’s different field locations
Orientation
- Ensure that new and current staff are fully briefed on all aspects of HR Policies and Procedures by carrying out a quarterly group refresher orientation training for staff in the field locations
Probationary Reviews/Performance Evaluation
- Work closely with field HR/project site teams to maintain an updated tracking sheet for completed reviews/evaluations of staff.
Terminations/Separation
- In collaboration with Field Project/HR teams, ensure all termination documentation is completed before being forwarded to HR Manager for review.
- In coordination with field Project/HR teams, develop and maintain quarterly reports to ascertain the period it takes to finalize termination benefits
- Compensations & Benefits
- Assist the HR Manager in benchmarking the compensation and benefits situation in Ethiopia (Birches Group, local surveys with International NGOS, etc.)
- Assist the HR Manager with the establishment of the monthly payroll
- Support the review of the Compensation and Benefits system when and where needed and apply strict confidentiality to that topic until senior management authorizes the communication about it.
- Support communication and explication on that topic upon request from the HR Manager
- Ensure oversight and consistency in how compensation and benefits are implemented across GOAL Ethiopia’s different field locations
Record Keeping/Documentation
- Work with field Project/HR teams/HR Manager in the maintenance of up-to-date files for all staff in the field and ensure that personal document for new and existing staff are maintained confidentially in a lockable cabinet and where possible sent to Addis Ababa, Head Office
- Share with HR Manager a monthly report of all staff employed in the field per each field site location.
- Carry out a quarterly HR audits on all record keeping and documentation of processes.
Liaison
- Maintain a fortnightly contact with HR Manager over HR/Admin issues arising in any of the field locations as well as Addis Ababa, Head Office.
Learning and Development/ Policy compliance
- Contribute to the development of the Learning & Development Country Strategy
- Establish and regularly update a catalogue of development and learning opportunities that staff in GOAL Ethiopia would benefit from. Feed it regularly with recommendations and collect feedbacks
- Work with managers/SMT to enlist staff who are eligible to benefiting from a learning and development opportunity. Keep track of that information and contribute to the successful and timely implementation
- Ensure oversight and consistency in how learning and development is implemented across GOLA Ethiopia’s different field locations
- Conduct quarterly HR Policies and Procedures refresher trainings.
- Oversee the planning and rolling out training of and adherence to GOAL Ethiopia training plan in coordination with the E-Learning Champions in the field locations as well as Addis Ababa, Head Office.

General Technical Support
- In collaboration with the HR Manager, provide overall technical support and advice to the country HR teams on all aspects of the HR function
- Support in the implementation of recommendations raised through internal & external audits, compliance audits etc.
- Support the review and continuous improvement of Human Resources processes, policies, tools and templates and draft/update as needed, providing feedback on areas for improvement
- Update any board/ sitrep linked with HR piloting
- Advise on Ethiopia legal framework
